Description
SOURCES SOUGHT NOTICE For CMc Contractor Construction of New U.S. Port of Entry Portal, Burke County, North Dakota The purpose of this notice is for the General Services Administration to ascertain qualifications and serious interest among HUBZone firms for a construction project to build a new Port of Entry in the town of Portal, Burke County, North Dakota. NOTE: This announcement is not a presolicitation notice or a request for proposal. MAGNITUDE: $15 million to $20 million SITE: The site work will require extensive preparation and fill and the abandonment of existing utility infrastructure and construction of new. Approximately three feet of imported fill will be required for the main port building to bring the building out of the water table. Site drainage is via surface runoff to an engineered swale. CONSTRUCTION: Construction includes six main structures: the main port building of 35,450 square feet, and secondary buildings totaling approximately 38,000 square feet. The main port building has a southern orientation with passive solar design elements. This is a two story structure with public areas and private offices for the inspection agencies. All of the buildings utilize pre-engineered metal building construction technology. Included in the secondary buildings are an indoor firing range, garage space, and offices for the U.S. Border Patrol. Basic construction materials are metal siding and standing seam roofing with metal stud structure, masonry and concrete. Paving areas for both large trucks and personal vehicles is concrete and flexible asphalt. CHALLENGES: The town of Portal is located in a remote area of North Dakota on the Canadian border. With a population of 350 people, the labor pool and supply sources in the local area are extremely limited. The construction of this project will require the importation of a majority of construction equipment, materials, and labor forces. The nearest source of materials and labor is approximately 100 miles away one way. On-site full-time supervision of the project will be required. Limited housing is available for any labor forces. Generally, housing for construction crews and supervision must be provided by the contractor for the duration of the project. Severe weather conditions prevail during the fall and winter. Schedules and sequencing of work will need to be adjusted to accommodate these conditions. Extensions of contract period will not be given for normal weather conditions for that locale. This is a federal inspection facility, and security background checks will be required of all labor and management performing work on this project. LEED certification is a requirement of this project, and experience by the prime contractor in managing a successfully completed LEED project will be required. The Government does not anticipate an economic price adjustment allowance for volatile materials pricing. If your firm is seriously interested in providing a future proposal for this project, please provide the following information by close of business August 16, 2006: 1. What is the largest construction project your firm has completed as prime contractor? Is your firm able to provide a bond of $20 million? 2. Describe how your firm, as prime contractor, would comply with the Small Business Administration requirement to perform a minimum of 15% of the cost of the contract with your own workers and stay within the size determination requirements? Describe the organizational structure of your planned team, indicating responsibilities of small businesses and large businesses within that structure. 3. Give an example of a construction project that was managed by your firm and successfully LEED certified. 4. Has your firm ever completed a construction project under a CMc (construction manager as constructor) type contract? If so, explain your firm's approach at CMc management. 5. Provide example(s) of projects completed by your firm that included traffic circulation routing of both personal vehicles and semi-trucks. 6. Explain your firm's management strategy for projects in remote locations and extremely cold climates.
