Description
(i) This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. (ii) Request for Quote (RFQ) F3F3CV6180A100 is a combined synopsis/solicitation for commercial items. This combined synopsis/solicitation is issued as a RFQ. Submit written offers only, oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). (iii) This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11 and through Department of Defense Acquisition Regulation Change Notice 20060711. It is the contractor’s responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at: http://farsite.hill.af.mil/vffar1.htm (iv) This procurement is being issued as 100% Small Business Set-Aside. North American Industrial Classification Standard: 332420; Small Business Size Standard: 500 employees. (v) CLIN (0001) 3 each: 300-gallon double-wall used oil storage tank with 110% containment of the primary gallon capacity specifications are: 59-1/2” L x 46” W x 35-1/4” H (includes inlet fill box sink, primary tank, containment tank and (3) steel channel supports; 2-1/2” H x 7-1/4” W) Above ground double wall rectangular configured unitized steel tank consisting of a primary UL-142 Listed inner storage tank surrounded on the sides and bottom by a secondary containment tank that provides 110% containment of the primary gallon capacity; both primary and secondary tank need to be constructed from pickled and oiled (furniture quality) steel; all weather exposed surfaces coated with white epoxy protective coating (minimum thickness of 6 mils DFT) and labeled in accordance with OSHA and NFPA identifications decals; 800 pounds empty. Tank is furnished with a solid welded, integral recessed inlet pouring funnel with padlockable rain proof hinged lid, 16” L 12” W 6” H positioned at the 270 gallon level point and allowing additional 30 gallons overfill; 2” NPT-F (threaded female connection) inside pouring funnel for pumping the tank out when full and can be plugged for leak air testing; 2” combination liquid level indicating gauge/vent pipe with vent cap and a plugged 4” NPT-F fitting. Air testable secondary containment tank requires one(1) 2” NPT-F plugged cavity space inspection fitting on top. Cavity space between the two tanks needs to be seal welded providing protection from weather. (vii) FOB-Destination for delivery to: Central Collection Facility 1181 Desert Street Mountain Home AFB, Idaho 83648 Responsibility and Inspection: Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements and Quality Control (QC). (viii) (ix) The Government will award a firm-fixed price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government, price and other factors considered. Award shall be based on All or None and Best Value to the Government. Best value can include but is not limited to price, delivery date, and technical capability. (ix) The clause at FAR 52.212-4 Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR 52.212-4 addendum are included.
