Description
The U.S. Department of Commerce, National Weather Service (NWS), Weather Forecast Office (WFO), located at 1920 Armory Road, Goodland, KS plans to acquire a contractor capable of reconditioning the smooth surface on the parking lot. The estimated size of this project is between $25,000.00 and $100,000.00. DESCRIPTION: The Contractor shall provide all materials, tools, equipment, and supervision for the reconditioning the smooth surface on the parking lot at the WFO in Goodland, KS. Contractor shall: 1. Recondition the surface by means of an epoxy coating system with sand or other form of aggregate broadcast on the surface. The existing surface is to smooth and a safety hazard whenever moisture is present. OR Contractor shall: 1. Recondition the surface by means of a sandblasting type system. The existing surface is too smooth and is a safety hazard whenever moisture is present. 2. Seal the surface to inhibit the deterioration of the concrete. LOCATION: It is the intent for this Statement of Work that the work specified will be completed within 90 days of purchase order award. The location is: National Weather Service Goodland Weather Forecast Office 920 Armory Road Goodland, KS 67735 Terms of the Description and Additional Requirements: 1. The contractor shall be licensed, insured and bonded. The contractor may be required to provide a copy of the license and proof of insurance and bonding. 2. The contractor, if remotely located, shall designate a representative local to the contract site, with contact numbers, for the NWS POC to communicate with about the quality or work, progress, and technical details of the project. Neither the local representative nor the NWS POC has the authority to modify the contract in any manner which might affect the cost thereof. 3. The contractor will be responsible for the scheduling and coordination of work on the site. This will include any required outages. In the event severe weather occurs within the warning area of the work site, all work being performed by the contractor may be halted by the local Meteorologist in Charge (MIC). Work stoppage due to severe weather in the warning area is not negotiable and all work will stop immediately. 4. The contractor will not commence work until they have been provided with a ?Notice to Proceed? (NTP) from the Contracting Officer. The award and issuance of a purchase order is not a NTP with this contract work. Prior to issuance of a NTP the contractor shall submit for approval a project schedule showing the date when on-site work will be gin, hours work will be performed, and date when work will be completed. Unless otherwise approved the contractor shall schedule all work Monday through Friday with eight (8) work hour days between the hours of 7:00 a.m. and 5:00 p.m. Longer work days and work on Saturday may be approved; however, no work will be performed on Sundays or Federal Holidays. The NWS POC and the Contracting Officer shall be notified when changes in the project schedule are requested along with the reason. 5. The duration of this project shall 90 days from time of award to completion of project. 6. The contractor is responsible for the protection of the outside of the building where products may be lifted. 7. All materials shall be new (not used). Rebuilt items may be used upon approval. 8. The Government reserves the right to inspect for quality control at any point during the maintenance process. 1. The Government assumes no responsibility for the division of work to be accomplished by subcontractors. The prime Contractor shall be solely responsible party to the Government for meeting the terms of the awarded contract.
