- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Responses shall reference "Request for Quote No. DE-RP52-06NA27252." This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. This acquisition is a 100% small business set-aside. Offerors responding should indicate whether or not they are a small business, small woman-owned business, small disadvantaged business, veteran owned small business, service disabled veteran owned small business, 8(a) business, or HUBZone). The North American Industry Classification System (NAICS) Code is 332999 and the small business size standard is 500 Employees. (indicates maximum allowed for a concern, including its affiliates, to be considered small). The National Nuclear Security Administration Service Center, Office of Secure Transportation intends to execute a Firm Fixed Price/Indefinite Delivery Indefinite Quantity (FFP/IDIQ) contract with a two year base plus three 1 year options for the following: CLIN DESCRIPTION BASE PERIOD 2006 - 2008 MAX MIN 0001 Federal Agent Badge 30 1000 0002 Leather Credential and Shield Wallet 1 600 0003 Leather Belt Clip Holder with Chain 1 600 OPTION 1 2008 - 2009 0004 Federal Agent Badge 1 100 0005 Leather Credential and Shield Wallet 1 100 0006 Leather Belt Clip Holder with Chain 1 100 OPTION 2 2009-2010 0007 Federal Agent Badge 1 100 0008 Leather Credential and Shield Wallet 1 100 0009 Leather Belt Clip Holder with Chain 1 100 OPTION 3 2010 - 2011 0010 Federal Agent Badge 1 100 0011 Leather Credential and Shield Wallet 1 100 0012 Leather Belt Clip Holder with Chain 1 100 Only those Offerors who can furnish the items that meet all the requirements specified in the attached Statement of Work will be considered. The products submitted will be evaluated on pass/fail of section 4.0 criteria of the attached Statement of Work. Award will be made to the technically acceptable offeror whose proposal represents the best value to the government, price and overall professional appearance considered. The offeror's price proposal shall contain the proposed unit prices and total firm fixed price for each ordering period and a grand total for the entire contract. Please reference the attached document SF 1449 for clause and schedule details and Attachment A for the Department of Energy Emblem. Please Note: Before the contract is awarded to the offeror, offeror must be registered on the Central Contractor Registration website: http://www.ccr.gov. The offeror must also include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certifications -- Commercial Items (June 2006) or note that offeror is registered on the Online Representations and Certifications Application (ORCA) web site at http://orca.bpn.gov. All commercial provisions and FAR clauses referenced in this solicitation are available in full text at the following website location: http://www.arnet.gov/far/. The following local clause applies to this acquisition: LOBBYING RESTRICTION (ENERGY & WATER DEVELOPMENT APPROPRIATIONS ACT, 2004) The contractor agrees that none of the funds obligated on this award shall be expended, directly or indirectly, to influence congressional action on any legislation or appropriation matters pending before Congress, other than to communicate to Members of Congress as described in 18 U.S.C. 1913. This restriction is in addition to those prescribed elsewhere in statute and regulation. Each quote is to be submitted according to the instructions detailed in the IIPS on-line help document, which is available at http://e-center.doe.gov/doebiz.nsf/Help?OpenForm. It is the responsibility of the contractor, prior to the quote due date and time, to verify successful transmission in accordance with the Proposal Submission instructions in the "IIPS Users Guide for Contractors."
