Description

The National Heart, Lung and Blood Institute (NHLBI) Consolidated Operations Acquisition Center COAC) for the Division of Intramural Research, National Institute of Dental and Craniofacial Research (NIDCR) intends to purchase an MX3005P QPCR system with a notebook computer (110v). This is a fully integrated real-time quantitative PCR detection system, product #401449, manufactured by Stratagene. The purchase shall include: one year parts and labor service warranty with a free loaner system available for the duration of any repairs. This requirement is under the North American Industry Classification System (NAICS) is 334516 and the Size Standard is 500 employees. This acquisition is solicited as a total small business set-aside. Proposals will be due ten (10 calendar days from the publication date of this synopsis or September 6, 2006 by 8:30 a.m. local time, whichever is later. This award will be made based on the lowest priced technically acceptable quote meeting the product specifications and the Government?s. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the initial offer should contain the offeror?s best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later is determined by the contracting Officer to be necessary. The Government may reject any or all offers if such action and waive informalities and minor irregularities in offers received. The offeror must include the quotation, an itemized price list, descriptive literature of the product quoted, the unit price, shipping and handling charges, completed description of ANY ADDITIONAL SHIPPING CHARGES INCLUDING TRANSPORTATION if applicable, the delivery time period after an award of the contract, prompted payment discount terms, the F.O.B. point, the Dun & Bradstreet Number (DUNS), the taxpayer Identification Number (TIN) and certification of business size of the company. The offeror must also register in the government?s Contractor Registry System. Note: www.ccr.gov. The proposal must reference ?Solicitation number? NHLBI-PB-(DE)2006-303-DDC.. All responsible sources may submit a proposal which if timely received shall be considered by the agency. Proposals must be submitted in writing to the National, Heart, Lung and Blood Institute, Office of Acquisitions, Procurement Branch, 6701 Rockledge Drive, Suite 6042, Bethesda, MD 20892-7902, Attention: Deborah Coulter. Fax quotations will only be accepted if dated and signed by an authorized company representative.
