Description
Notice of Intent to award a Sole Source Procurement. The Government intends to issue a sole source firm-fix-price purchase order for these Electromagnetic Pulse (EMP) Power Filter Cabinet Systems to Tyco Electronics Corp, PO Box 3608, Harrisburg PA 17105. The EMP Power Filter Cabinet Systems need to be purchased in order to enable operations to continue 24x7 in DSCS Support Building. The 55th Contracting Squadron intends to award a purchase order by other than full and open competition in accordance with Subpart 6.302-1 (a)(2)(ii). Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals. A determination not to compete this proposed procurement was made because Tyco/CORCOM is currently the only manufacturer that produces EMP Power Filter Cabinet Systems that consistently meets the technical electrical and mechanical specifications required. Additionally, CORCOM Filter Cabinets have a long history of use in DoD facilities that are protected against EMP. There is extensive experience with maintaining and testing the operation of CORCOM filter Systems. CORCOM Filter Cabinets are currently installed in three other Offutt EMP protected facilities. All filter cabinets have identical filter elements, and there are spare filter elements available for immediate replacement if one fails. This interoperability is a critically important justification for sole-source, because these facilities are required by JCS to be continually EMP protected and available for supporting the National Command Authority. Lead time for procuring these filter cabinets or filter elements can be upwards of 12 Weeks. The last time a filter system failed, we were able to install the on-hand spare filter elements and quickly restore full operational capability. We were then operating under increased risk (i.e., if another filter system failed we didn't have adequate on-hand spares) for the 12 weeks it took to replace the spare elements. In addition, life-cycle maintenance costs (inspection, periodic testing) are reduced by employing identical Power Filter Cabinet systems (joint usage and identical systems minimizes maintenance process development and training, spare parts, specialized tools, and unique electronic testing apparatus). The customer conducted a web search that did not provide information on any additional acceptable EMP filter manufacturers. Mechanical/Electrical Compatibility, form-fit-function. Physical and electrical design of the CORCOM filter cabinet system will minimize installation costs: simply remove old system and replace with new. The mechanical/electrical configuration afforded by proposed filter are key to a successful installation because changing the HEMP shield penetration points will substantially increase the expense, installation time (including additional testing) and the chance of acceptance test failure when compared to exploiting the existing penetrations and provisions for mechanical attachment of the existing filter filter/cabinet. The procurement of these EMP filters for the DSCS Support building must be completed in a timely manner in order to meet mission requirements. Questions should be directed to SSgt Joseph J.
