Description
The acquisition is being offered for competition limited to eligible 8(a) concerns. This will be a best value source selection, Technically Acceptable ? Risk/Past Performance Price Trade-off (TA-R/PPT) IAW established procedures. Solicitation and attchments can be obtained at: http://pkec.robins.af.mil/SECC/SECC.htm For direct e-mail of the solicitation and available attachments immediately contact the PCO at: tammy.parkerson@robins.af.mil Technical Data may be obtained at: https://www.fedteds.gov/ The following information is the reference information for data: FA8535-06-R-0002 as both 'PR # / Unique Identifier:' and 'Solicitation Number', and 'Project #: 3PL' This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Description of Service: Third Party Logistics Services (3PL) services required to source, acquire, provide, and sustain a broad range of support equipment National Stock Numbers (NSNs) spanning the 97 FSCs for which the Support Equipment Commodity Council (SECC) is responsible. The contractor shall be required to maintain a flexible and cost effective means of providing the items, which is responsive to the fluctuating needs of our customers and compatible with the socioeconomic goals of the Government. This multiple-year contract is contemplated to be an Indefinite Delivery/Indefinite Quantity (ID/IQ) which includes Award Term Options, terms for pricing and adding items, and Performance Based Logistics Services (PBLs). There will be a three-year basic period of performance with options of up to five additional years, for a total potential period of performance of eight years. The options will be awarded, individually or in combination, contingent upon continued availability of funding and the contractor?s success in meeting the tiered PBL goals outlined in the contract. The 3PL provider will be required to provide items to the Government, on demand, within the cost and delivery requirements of the contract. As the Government?s source for the items, the contractor will be responsible to the Government for the cost, quality and delivery of all items. The 3PL provider will also be responsible for developing and implementing a sourcing plan that controls the cost of the items and, over time, reduces PLT. This 3PL contract supports approximately 4,219 items (1,562 items have been defined within the history period of FY00 through FY05 and forecast period of FY06 through FY08 and additional 2,657 have been identified as items that have a priority two designator). These NSNs are a representation of the potential number of SECC FSCs as defined in clause H-900 of the solicitation/contract.
