Description
The contractor shall provide all qualified personnel, equipment, tools, materials, supervision, and other items necessary to perform contracted services, unless specified as provided by the Government. Contractor tasks include: Install a Mosque Dome that is 4 feet high and 8 feet in diameter. The Mosque Dome shall be made of 2x4 framing, 1/2 inch playwood and finished with screen and stucco. Structures shall be installed on 2x4 platforms that are installed on top of storage containers at Lakehurst Naval Air Engineering Station. The Towers shall be 3 feet by 3 feet by 6 feet. This is a commercial acquisition. This solicitation is a request for proposal and is issued as 100% HUBZONE Set-Aside competitive under Standard Industrial Classification (SIC) code 1751, NAICS code is 238130 and the related Small Business Size Standard is $13 million. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. The proposed performance period is a Base Period from 24 August 2006 ? 25 September 2006. All potential sources must obtain a DUNS number and register in the Central Contractor Register (CCR) in order to transact business with the government. Failure to obtain a DUNS number and register in the CCR may result in the delay of award of a contract or possible award to the next otherwise successful offeror who is registered in the CCR at the time of award. Solicitation will be issued on or about 17 August 2006. Due date will be stated in the solicitation. The entire solicitation will be made available only on the Electronic Posting System (EPS) Website at http://www.fedbizopps.gov. The solicitation can be accessed by following the links on the EPS website to: USAF Offices, Air Mobility Command, 305 CONS. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to this solicitation. All responsible sources may submit a proposal which, if timely received, must be considered by the agency. All prospective offerors interested in submitting a proposal on this solicitation must have a Commercial and Government Entity code (CAGE code). SUBPART 5352.2 ? TEXT OF PROVISIONS AND CLAUSES 5352.201-9101 Ombudsman. As prescribed in 5301.9103, insert the following clause: OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, [Insert names, addresses, telephone numbers, facsimile numbers, and e-mail addresses]. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
