Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Quotations are being requested not later than 1400 (2 P.M.) EST, 08 Sept 06. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. This procurement is being issued as 100% HUBZone SMALL BUSINESS SET-ASIDE. The applicable North American Industry Classification System Code (NAICS) is 326150 and the size standard is 500 employees. The Government intends to issue a firm fixed-price purchase order for the acquisition of the following items: Line item 0001-20 EA Secure Telephone Equipment Cases (5 phones per case) Color: Green. Mfg: Technical Marketing Systems, Inc. MFG Part # TMS021075 or equal. Or equal product must meet the following criteria: a. Must be rotationally-molded plastic cases with custom polyethylene foam meeting the requirements of Federal Specification L-P-390 Type 1, Class M or H, Grade 2. b. The insert must be designed to hold five (5) STE phones, five (5) handsets, five (5) power supplies, and one (1) spare cavity for CD?s. c. Hardware must be of Zinc Nickel Plated Steel with outer dimensions of 29" x 27" x 16" and inner dimensions of 26" x 24" x 13". d. Case structure must be rated in an operational range of -20 to +140 degrees Fahrenheit. e. Must be Air-tight container and have a pressure relief valve f. Utilizes wing-turn cam-action fasteners for fastening lids g. The containers must be water proof and rectangular in design with rounded corners and hedges. h. Green container color must be pigmented throughout. i. Lids and body must have no structural seams or joints to fatigue or leak. j. Vertical recesses must be molded-in to provide protected areas for attachment of all hardware and to provide columnar strength. k. Male stacking ribs must be molded into the top surface of the container with corresponding female ribs molded into the bottom surface for enhanced stacking and palletization. l. Parting line must be formed as part of the container during the molding process. m. Indexing and anti-shear features must be molded into the parting line at each catch/strike and hinge location. n. Strikes, catches and hinges must be attached via stainless steel rivets to metal inserts molded into the container wall. o. Hardware must be standard 1010 steel with an electroplated yellow zinc chromate finish in accordance with ASTM B 633, Type II. All responsible sources may submit a quote, which, if timely received, must be considered by the agency. All prospective offerors interested in submitting a quote on this solicitation must have a Commercial Government Entity Code (CAGE Code). All potential sources must obtain a DUNS number and register in the Central Contractor Register (CCR) in order to transact business with the government. Failure to obtain a DUNS number, register in ORCA, and register in the CCR may result in the delay of award of a contract or possible award to the next otherwise successful offeror who is registered at the time of award. One of the following paragraphs will apply: (a) Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration (CCR) database (see FAR 4.1102). or (b) Prospective contractors shall update the representations and certifications submitted to ORCA as necessary, but at least annually, to ensure they are kept current, accurate, and complete. The representations and certifications are effective until one year from date of submission or update to ORCA. Note: A search in ORCA will be accomplished to ensure compliance.
