- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The purchase request numbers are F3M5TR6192A1 and F3M5TR6192A2 and the solicitation is issued as a request for quotation (RFQ) (iii) This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 05-12. (iv) This solicitation is 100% set-aside for small business concerns. The associated NAICS code is 532120, and the small business size standard is $23.5M. (v) This requirement consists of a one-year base period and 4 (1) year option periods for each line item respectively. The base year performance period will be 1 Oct 06-30 Sep 07. The four option years will be: (1) 1 Oct 07 ?30 Sep 08, (2) 1 Oct 08-30 Sep 09, (3) 1 Oct 09-30 Sep 10, and (4) 1 Oct 10-30 Sep 11. This requirement consists of two Line Items: Pick-Up Truck Rental Quantity: 2 each. To be priced separately on a monthly basis. (vi) Description: Line Item (0001): Lease one truck for 12 months. 2006 or newer model 2500 Heavy Duty Crew Cab or equal. 167" Wheel Base 4x4, Rear Step Bumper, 40/20/40 Front Bench Seat, Tilt Wheel, Cruise Control, Air Conditioning, AM/FM Stereo CD, 9200# GVWR, 6600 Duramax Diesel V8, 5 Speed Automatic Transmission, ABS Brakes, 3.73 Rear Axle Ratio, LTT245/75R16E On-Off Road Tires, Dual HD Batteries, Auxiliary Transmission Oil Cooler, High-Capacity Air Cleaner, Engine Block Heater, Skid Plate Package, HD Trailering Equipment. Color: White preferred, but not mandatory. Line Item (0002): Lease 2 trucks for 12 months each. Must be 2006 or newer model Ford F250 Crew Cabs or equal. 4X4 FFP 172" wheel base (8' bed, four full doors, 6 passenger) Rear step bumper, 40/20/40 front bench seat, tilt wheel, cruise control, air conditioning, am/fm/stereo/cd, 9200-10000 GVW, Diesel V8, 5-speed allison automatic transmission, ABS Brakes, 3.73 Rear axle ratio, LT245/75R16E on-off road tires, dual HD batteries, auxiliary transmission oil cooler, high capacity air cleaner, engine glock heater, skid plate package HD trailering equipment. Color: White preferred, but not mandatory. Please provide pricing on a monthly basis. The Government intends to award one contract for both line items. Both line items must be quoted to be considered eligible for award. The Government reserves the right to exercise the option for both line items, only one line item, or neither. All quotations for equals shall provide technical data explaining equivalency. (vii) Delivery is requested no later than 1 Oct 06. FOB shall be destination, and shipping should be included in the unit price. (viii) The provision at 52.212-1, Instructions to Offerors ? Commercial, applies to this solicitation. (ix) The provision at 52.212-2, Evaluation ? Commercial Items, applies to this solicitation. Paragraph (a) of FAR 52.212-2 is added to read: Lowest price technically acceptable. The price for the total contract including options years will be evaluated. The contractor certifies that it can meet the delivery date by submitting a quotation. (x) The provision at 52.212-3, Offeror Representations and Certifications ? Commercial Items, applies to this solicitation. The contractor shall be registered in the Online Representations and Certifications Application ? ORCA ? at http://orca.bpn.gov/. (xi) The clause at 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition Paragraph (o) is changed to read: The contractor shall provide all standard commercial warranties to the government. (xvi) The solicitation due date is 13 Sep 06, 4:30 PM EST. Funds are not presently available for this contract. The Government?s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the contracting officer for this contract and until the contractor receives notice of such availability, to be confirmed in writing by the contracting officer.
