- Description
- This is a COMBINED SYNOPSIS/SOLICITATION for commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued separately. The solicitation number is FA5000-06-T-0082. This solicitation is issued as a Request for Quotes (RFQ). The solicitation document and incorporated FAR provisions and clauses are those in effect through Federal Acquisition Circular 2005-12 and Class Deviation 2005-o0001. The DFARS provisions and clauses are those in effect to DCN 20060814. This solicitation is full and open. The applicable NAICS code is 151330. 3rd Contracting Squadron is requesting quotes for a traffic engineering study in accordance with the following specifications: Provide a brief overview of the existing site conditions in relation to the existing roadway network. Analyze the existing roadway facility size, speed, functional classification, existing traffic volumes, and provide current levels of service for both the morning and evening peak hours. Report anticipated traffic volumes generated by long term developments referenced in Elmendorf AFB's 5-year outlook and 50-year plan. Discuss traffic distribution to the surrounding roadway network, and analyze anticipated changes in levels of service.Evaluate the following intersections: Provider Drive and Vandenberg Avenue, Vossler Avenue and Provider Drive, Provider Drive and Westover Avenue, Arctic Warrior Drive and Sijan Avenue, Arctic Warrior Drive and Vandenberg Avenue, Arctic Warrior Drive and Fairchild Avenue, Arctic Warrior Drive and Pease Post Road, Fairchild Avenue and Fighter Drive, Provider Drive and Walmsley Avenue. Address signal timing and sensitivity at each of the previously mentioned intersections. Analyze traffic networks along Provider Drive from Vandenberg Avenue to the Muldoon Gate, Vandenberg Avenue from the Boniface Gate to Arctic Warrior Drive, and Arctic Warrior Drive from Vandenberg Avenue to Fairchild Avenue, and Westover from Provider Drive to the Commissary. Generate conceptual layouts based on the recommendations of the traffic study. These layouts should be schematic in nature and correspond to Elmendorf's 5-year outlook and 50-year plan. The provision at 52.212-1, Instructions to Offerors- Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation- Commercial Items applies to this acquisition. Offers will be evaluated based on: price, past performance of traffic studies in Alaska, demonstrated engineering expertise to complete traffic studies, familiarity with traffic patterns in the Municipality of Anchorage and Elmendorf AFB area, demonstrated ability to perform a traffic study of this magnitude and produce a final report within a reasonable time period (~10 weeks from date of award).
