Description
The U.S. Army Contracting Agency/Information Technology, E-Commerce, Commercial Contracting Center (ITEC4), in coordination with the General Fund Enterprise Business System (GFEBS) program, proposes to award a sole source modification to a General Se rvice Administration (GSA) Federal Supply Schedule (FSS) task order to have the contractor, Accenture LLP, provide space necessary for performance of the task order. It is critical for the government and contractor personnel to be co-located to successful ly execute the mission. The modification will be issued against DoD-wide Blanket Purchase Agreement (BPA) Number N00104-04-A-ZF12/D001 (FSS Number GS-35F-5891H) with Accenture LLP. The proposed modification is expected to be Firm-Fixed-Price (FFP). The government proposes that the GSA FSS BPA task order be modified to require Accenture LLP to provide office space to accommodate approximately 532 co-located government and Contractor personnel supporting the program. The break-out of the 532 personnel is approximately 150 government, 50 PM support contractors, and 332 Accenture personnel, including Accenture subcontractors and functional subject matter experts. The co-located office space for all 532 personnel must be available for the GFEBS Release 1 .2 and 1.3 Phases as well as Increment 2. The total period of performance of the releases and increments is 5 years. The Release 1.2 Phase represents the base period and is a 24-month effort. The remaining requirements, Release 1.3 and Increment 2, have periods of performance of 24 months and 12 months, respectively. The term of the task order modification, including options, will be 5 years as the space for all 532 personnel is required for the work on the releases and increments. The statutory autho rity for other than full and open competition is 10 U.S.C. 2304? (1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This is a notice to award a sole source modification and th ere is no solicitation for this requirement. SEE NOTES 22.
