Description
The U.S. Army War College, Strategic Studies Institute (SSI), United Stated Army War College (USAWC) Academic Engagement Program, seeks collaborative, mutually beneficial, conceptual research partnerships with distinguished academic and other institu tions for addressing key national security issues. Partnership with the US Army War College will assist these institutions in becoming or continuing as centers of excellence for the study of national security. Although there are many informal methods for encouraging collaboration, this RFQ solicits specific formal partnership through the conduct of scholarly colloquia designed to produce conceptual research and publishable unclassified works absent copyright restrictions. The normal end products of the academic colloquia envisioned by this RFQ are scholarly presentations, research papers, monographs or books published by the Strategic Studies Institute (SSI). The research products assess and make recommendations on strategic issues and national security policies important to the Army and are used in the professional development of USAWC faculty and students. Additionally, SSI distributes its publications to key leaders in the Army and Department of Defense, the broader military educational system, Congr ess, the media, other domestic and international think tanks and defense institutes, and major colleges and universities. The period of performance begins 10 October 2006 includes a base year with four (4) option years. Offerors must be registered in the CCR to be eligible for award. Further information on registering with CCR may be obtained at website http://www.ccr.gov. The Government reserves the right to select for award, all, some or none of the quotes received and make multiple awards on a best value basis. At least one award is being considered as a 100 percent set-aside for historically black colleges and universities (HBCUs) and minority institutions (MIs), as defined by the clause at 252.226-7000 of the Defense Federal Acquisition Regulation Supplement (D FARS). See numbered note #7. Interested HBCUs and MIs should provide the contracting office as early as possible, but not later than 15 days after this notice, evidence of their capability to perform the contract, and a positive statement of their eligibi lity as an HBCU or MI. If adequate response is not received from HBCUs and MIs, the solicitation will instead be issued, without further notice, as: unrestricted. Therefore, replies to this notice are also requested from other academic/institution centers of excellence for national security. HCBUs/MIs are reminded they must comply with FAR clause 52-219.14, Limitations on Subcontracting. The NAICS code for this acquisition is 611710. The size standard is $6.5 Million. You may obtain a copy of the solicitation by email request to Kimberly.Bush@us.army.mil. No phone call requests will be taken. No hard copy of the solicitation package wi ll be issued. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents. Questions and request for information should be held until such time the solicitation is issued and must be submitt ed in writing to Kimberly.Bush@us.army.mil. The actual due date for receipt of quotes will be provided in the solicitation.
