Description
THIS PROJECT IS ADVERTISED UNDER SECTION 8(a) OF THE SMALL BUSINESS ACT (15 U.S.C. 637 (a)) (8(a) Competitive). THIS PROJECT IS A REQUEST FOR PROPOSAL (RFP), BEST VALUE SOURCE SELECTION SOLICITATION. In general, work will consist of design and cons truction of a 4,112 SM (44,238 SF) maintenance facility with utilities and parking. Construction will be concrete foundation and floor slab, steel frame, masonry walls and sloped metal roof. Work includes HVAC, fire suppression, access road, removal of c oncrete and earth mound, relocation of engine test stand, and all necessary support buildings and utilities. Demolish one structure (firing in-buttress). Force protection includes structural reinforcement of exterior walls and fully tempered insulated g lass windows. Exterior CMU will be split faces and integrally colored. Estimated cost range of the project is from $5,000,000 to $10,000,000. Note No. 1: EFFECTIVE IMMEDIATELY; the U.S. Army Corps of Engineers, Mobile District, is implementing a new procedure for posting all NEW solicitations. The Mobile District Electronic Bid Solicitations (EBS) system will no longer be used to post solicitat ions. The new system, called Federal Technical Data System (FedTeDS), is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. All prospective contractors and their subcontractors and suppliers must be registered in FedTeDS before they will be allowed to download solicitation information. Solicitation documents, plans and specifications will only be available via the Federal Technical Data Solution FedTeDS Homepage https://www.fedteds.gov/. Registrati on for plans and specifications should be made via FedTeDS.gov Internet Homepage. The information listed below is required to register: a. If you are not registered, the United States government is not responsible for providing you with notifications of any changes to this solicitation. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor fax re quests will be accepted. A Pre-Proposal Conference and Contractor Site Visit has been scheduled for 1300 hrs on 3 October 2006. The purpose of the conference is to familiarize the bidders with the scope of work, address bidders questions concerning the project, participate in a site visit to become familiar with the existing site conditions, and familiarize the bidders with the Best Value process. Attendance at the conference is strongly recommended. Due to Base Security requirements and limited field staff available for con struction contractor site visits, this scheduled site visit will be the only one offered. Individual requests for site visits will not be granted. Contractors will be required to register with Ms. Nancy Henry, by 1200 hrs on 28 September 2005 and provi de their given name (no nicknames), the project name, name of the company that they represent, and a state drivers license number. Note No. 8: THIS IS A COMPETITIVE 8 (A) SET-ASIDE This procurement is a Competitive 8(a) Set-Aside as established by Section 8 (a) of the Small Business Act (15 U.S.C. 637(a)). Only those firms meeting the Small Business Administration's (SBA) criterion, and have previously been certified by the SBA as a n 8(a) Contractor, are eligible to compete for this procurement.
