- The Pacific Northwest Region, U.S. Bureau of Reclamation, Boise, ID, per the authority of FAR 6.001(a) and using FAR Part 13 procedures, intends to negotiate a non-competitive contract with Kitsap County, Washington, for LIDAR and Digital Orthoimagery terrain data of the Upper and Mid-Columbia River Sub-basins. The NAICS code applicable to this requirement is 541370. Kitsap County is uniquely qualified as one of the members of the Puget Sound LIDAR Consortium (PSLC) and administers the contract for the PSLC. PSLC is an informal group of local agency staff and Federal research scientists that was formed to develop public domain high-resolution LIDAR terrain data. By participating and coordinating acquisitions with the other member agencies, Reclamation can acquire this data over more extensive areas than they could under a separate acquisition and at a considerably lower price. All information received by 4:00 PM MDT, August 31, 2006, will be considered by the Government in determining whether to conduct a competitive procurement. A determination not to compete this proposed action, however, is solely within the discretion of the Government.
