Description
This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and attached solicitation constitutes the only solicitation; quotes are being requested and the written solicitation is attached to this synopsis. This combined synopsis/solicitation incorporates the provisions and clauses in effect through Federal Acquisition Circulars 2005-12. The Defense Priorities and Allocations System (DPAS) applicable assigned rating for this requirement is DO-C9. The solicitation number for this requirement issued as a Request for Quotation (RFP) N00253-06-R-0029. The applicable NAICS code for this requirement is 334511 and has a size standard of 750 employees. NUWC Keyport requirements are: Base Year 30 each Depth Sensors to be manufactured IAW drawing number 7608949, Option Year 1 minimum quantity 40 each and maximum quantity 100 each. Option Year 2 minimum quantity 40 each and maximum quantity 100 each. If the source is not proven, procurement is to include 3 first articles which will have a 45 day constructive acceptance. If first articles are procured, base year quantity will be 3 first articles and 27 each for a total of 30 each. Offers shall be FOB Destination to NUWC Keyport WA 98345-7610 and shall be delivered no later than December 1, 2006. Applicable FAR clauses can be found in the attached solicitation. After downloading the solicitation, firms interested in submitting quotes must complete DD Form 2345, Military Critical Technical Data Agreement and register with the Joint Certification Program, if they have not already done so. Additional information regarding this program may be obtained at www.dlis.dla.mil/jcp. *The following drawings to be referenced in the solicitation are Arms Export Controlled: drawing 7608949 and specifications provided. Only vendors that are registered with the DOD, Joint Certification Program and that provide a completed DD Form 2345, Military Critical Technical Data Agreement will be eligible to receive copies of the drawings. The Export Controlled Drawings will be provided under separate cover in accordance with the requirements stated in ?Instructions for Obtaining Export- Controlled Technical Data? and completion of Form DD 2345, Military Critical Technical Data Agreement. Offers shall complete all required documents for the above clauses. To access the provisions to be completed, download the Federal Acquisition Regulations at http://www.arnet.gov/far/. Download the Defense Federal Acquisition Regulations (DFARS) at: http://www.acq.osd.mil/dp/dars/dfars.html. Offerors are also advised that these representations and certifications must be completed electronically via the ORCA website at http://orca.bpn.gov. Quotes/Offers are due no later than 8 September 2006 at 1100 hours Pacific Time and may be faxed to (360) 396-7036 or e-mailed to hansenk@kpt.nuwc.navy.mil. The Purchase Order resulting from this solicitation will be awarded based on the following evaluation factors: (1) Technical: Offers must meet or exceed the specifications in the solicitation and any subsequent amendments. (2) Price: For offers which meet all other evaluation factors, award will be made to the low offeror based on price and the following price evaluation factors: Single award for all items. Due to the interrelationship of supplies and/or services to be provided hereunder, the Government reserves the right to make a single award to the offeror whose offer is considered in the best interest of the government, price and other factors considered. Therefore, offerors proposing less than the entire effort specified herein may be determined to be unacceptable. (3) Delivery: Offerors must meet the required delivery date. (4) Responsibility: Offerors must meet the standard for FAR 9.104. Past performance evaluation criteria to be price and the Navy Red/Yellow/Green database. Contractors interested in submitting quotes must (1) complete the pricing providing unit prices and extended pricing, (2) complete all Representations and Certifications, DUNs Number information, and Buy American Act information found in the above clauses. Contractors shall ensure current registration in the DoD Central Contractor Registration database http://www.ccr.gov. Any questions should be submitted in writing via fax (360) 396-7036 or e-mailed to hansenk@kpt.nuwc.navy.mil. A bidders list will not be maintained by this office. No paper copies of this RFQ / amendments will be mailed. Failure to respond to this RFQ and associated amendments prior to the date and time established may render an offer non-responsive and result in rejection. The following Note(s) apply to this order. Note 8 applies.
