- On April 17, 2006 the Northeast and Carribean region (Region 2) General Services Administration Public Buildings Service (PBS) publicized its intent to conduct a Streamlined Competition for Administrative Support Function Commercial Activity performed at New York City, Buffalo, Rochester, Syracuse and Albany, NY. The authority and proceedures for the competition are found in the revised OMB circular A-76. This announcement is made as a result of the competition. This requirement will be performed by the Most Efficient Organization (MEO) including 12 government FTE. The decision was certified by the Competitve Sourcing Official, the Agency Tender Official and Contracting Officer. No party may contest this determination based on the May 29, 2003 OMB Circular A-76. GSAR02200606
