- NASA/GSFC has a requirement for an X-ray CCD camera as the base of a new X-ray Diffractometry (XRD) instrument. NASA/GSFC intends to purchase the support from MIT Kavli Institute (MKI). MKI/MIT designed and built the original camera; therefore, are the only organization that can assist in making the necessary modifications towards building the newly designed camera. MKI/MIT are the only source that can provide the following: 1)Make specific modifications to an existing MIT X-ray CCD camera 2)Modify and enhance software for operating MIT X-ray CCD camera 3)Do simulations and testing of X-ray emission and diffraction 4)Support of X-ray diffractometer unit development and field testing. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. EST on the specified date above. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
