Description
NASA/KSC has a requirement for: 1) Measurements International (MI) Inc. Model 6000B Automated High Resistance Bridge, Quantity: 1 each; 2) NASA, KSC to trade-in quantity of one used MI Model 6000A Automated High Resistance Bridge for credit towards the purchase of quantity of one new MI Model 6000B Automated High Resistance Bridge, 3) MI Model 1000A 100VDC Reference, Quantity: 1 each; 4) MI Model 6010T Automated Thermometry Resistance Bridge w/MI Model 6010T-SW Operating Software, Quantity: 1 lot; 5) MI Model 4220A Automated Four Terminal Matrix Scanner ? 20 Channel, Quantity: 1 each; 6) MI Model 4311 Temperature Stabilized Resistance Standard, Quantity: 1 each; 7) MI Model 9331/100K Standard Air Resistor, Quantity: 1 each; 8) MI Model No. 9331/1M Standard Air Resistor, Quantity: 1 each; 9) MI Model No. 9331G/1G Standard Air Resistor, Quantity: 1 each; 10) MI Model 9331G/10G Standard Air Resistor, Quantity: 1 each; 11) MI Model 9331G/100G Standard Air Resistor, Quantity: 1 each; 12) MI Model SPSCQW 80-4 80 meter roll of teflon cable 4 conductor, Quantity: 1 roll = 80 meters; 13) MI Model 6010B-Rack-6 Equipment Rack with Glass Front Panel and Castors, Quantity: 1 each; and 14) Training on above products and upgrade of Automated High Resistance and Thermometry Measurement Systems; Quantity: 1 lot. This order will be assigned a Quality Code of Q1 as the NASA Technical Representative will have up to 30 days to perform verification tests. Delivery shall be FOB Destination to NASA/Kennedy Space Center, Florida. Delivery is required to be on or before 90 days after receipt of the order. NASA, KSC intends to purchase the above products from Measurements International (MI) Inc., 812 Proctor Ave., Ogdensburg, NY 13669 on a sole source basis through the authority of FAR 6.302-1 ?only one responsible source and no other supplies or services will satisfy the agency requirements?. This requirement is for the upgrade and partial replacement of NASA, KSC?s existing Automated High Resistance and Thermometry Measurement Systems located in the KSC Reference Standards Laboratory. These existing systems and the software that it operates on was manufactured, designed, developed, and purchased from MI Inc. in August of 1994. The upgrade consists of the procurement of products and software designed, developed, and manufactured by MI Inc. and the procurement of installation, integration, testing, and validating. The products and software required for the upgrade must be fully compatible with NASA?s existing system. MI Inc. is the only known source who can provide the products and services required to upgrade NASA, KSC?s existing Automated High Resistance and Thermometry Measurement Systems. As stated above not all equipment and components of the existing systems are to be replaced. MI Inc. is credit NASA, KSC for one used MI Model 6000A Automated High Resistance Bridge towards the purchase of one new MI Model 6000B Automated High Resistance Bridge. MI Inc to provide training on the upgraded systems. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 31, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
