- Description
- The National Archives and Records Administration (NARA) intends to negotiate and award on a sole source basis in accordance with FAR Clause 6.302-1(c) with Federal Radio Service Corporation, 1202 Technology Park, Suite C, Aberdeen, MD 21001-1245 for two way radio airtime and maintenance. The National Archives and Records Administration has a requirement for the continued radio airtime and maintenance. The Facilities Management Branch (NAFM) and the Security Branch (NASS) are support elements of NARA. Effective radio communications are critical for NAFM and NASS (and their respective contractors) to provide support to NARA. The National Archives utilizes a Specialized Mobile Radio service operated by Federal Radio Service Corporation (Department of Commerce / NTIA Contract #50SBNT7C1037). The use of this service is mandated by the Department of Commerce ? National Telecommunications and Information Administration (NTIA). The NTIA regulates the Federal Government Radio Frequency Spectrum. Federal Radio operates a system in the 401.1 MHz ? 420 MHz band that utilizes Passport? Protocol. There are other elements within NARA that also utilize this system. All radios on this system (NAFM, NASS and the other elements) are part of the NARA emergency communications system. All NARA radios that utilize this network must have the capability for interoperability. The National Archives operates a system consisting of 271 ICom? IC-F43TR Hand Held Two-way Radios, and 2 Motorola? CDM1550LS Base Stations. In addition there is 1 TX-RX? bi-directional amplifier located in the National Archives building. This scope of work is to include: All airtime charges, 24 hours/day, 365 days/year continuously for 273 radios. Mail in maintenance for 271 handheld radios. Handheld maintenance shall include ?normal wear and tear? including the antenna, and battery replacement when the battery is less than 80% capacity. On site maintenance for 2 base stations. On site maintenance for 1 in-building bi-directional amplifier. Basic service shall be provided for 273 units. In addition there are 82 units with 3 additional talk groups, and 191 units with 10 talk groups. The supplies and services to be provided are commercial with the meaning of FAR Clause 52.212.1. This statutory authority for other than full and open is USC 2304 (c) (1). Only one responsible source and no other sources will satisfy agency requirements. Companies who can provide the above listed proprietary items must indicate their interest on or before September 1, 2006 by FAX at (301) 837-3227. Oral communications are not acceptable. No quotation/proposal received in response to this notice shall be considered since this synopsis cannot be considered a Request for Quotation/proposal. All responsible sources will be considered for evaluating the determination to issue a sole source contract. The purchase order will be issued on or about September 5, 2006 and will be for a period of one year. The NAICS code is 519190 Radio Airtime Services and the small business standard is 500 Employees. The Government will not be responsible for any costs incurred in responding to this notice.
