- This is a notice of our intent to prequalify General Contractors for the construction of a new Main Post Office in Pascaougla, MS and Pass Christian, MS. Prequalifications statements will be evaluated by the Contracting Officer?s staff. Primary factors will be considered are: firm?s background, construction experience (minimum of 5 years), financial stability, capacity to perform, timely completion history, references, previous clients, and safety. Applications will be evaluated by the USPS committee, and all General Contractor?s will be advised within 60 days of receipt of their application as to prequalifications status. General Contractor?s selected as being the most qualified will be placed on the prequalification list for the Pascagoula, MS and Pass Christian, MS projects. The building will contain approximately 8,800 sq ft (Pascagoula, MS) and 5,000 sq ft (Pass Christian, MS). The work includes, but is not limited to, five steel columns and I beam, wood stud structure on exterior walls, concrete pavement, masonry, carpentry, wood truss roof system, asphalt shingle roofing, insulation, impact doors at vestibule, interior wood stud walls, gyp board, vinyl tile flooring, carpet, polished hard coat sealer on concrete slab, lay-in ceiling tiles, painting, store fixtures, landscaping, electrical, mechanical, utilities and other work associated with postal facilities.Reference is made to Clause B-38, Accident Prevention. All construction work on projects must be performed in compliance with the Occupational Safety and Health Act (OSHA) of 1970. If the USPS is fined for OSHA violations caused by the contractor, the contractor shall pay the fine or reimburse the USPS for the amount of the fine. The subcontracting goals for this contract is a minimum of 10% for minority-owned businesses, a minimum of 40% for small business enterprises, and minimum of 7% for women-owned businesses in accordance with solicitation Section H.20. Participation with women owned businesses and minority owned businesses is encouraged. No Proposal Guarantee (Bid Bond) is required but a letter from your bonding company and bank ARE required (see Offerors Submittal Information). A 100% Performance Bond and a 100% Payment Bond will be required of the successful offeror. COST RANGE: The construction cost range for the Pascagoula, MS project is from $1,950,000 to $2,400,000. The construction cost range for the Pass Christian, MS project is from $1,170,000 to $1,350,000.
