PERFOMANCE WORK STATEMENT AMBULANCE SERVICES 07/15/2006 1.0 DESCRIPTION OF SERVICES. The Contractor will provide emergency patient transport services at Robins AFB GA and all associated housing areas. The contractor will provide 24-hour Georgia paramedic personnel and ambulance for patient transport services required for Government beneficiaries. During duty hours (0600-0600), the contractor will provide ambulance response to emergencies as requested not to exceed 7 minutes with 100% compliance. Three areas of responsibility are: (1) emergency paramedic response and patient transport, (2) in-flight emergency response, and (3) participation in Robins Air Force Base and Military Health Facility (MHF) exercises. 1.1 EMERGENCY PARAMEDIC RESPONSE AND PATIENT TRANSPORT. Contractor will provide ambulance response to emergencies as requested by Houston County Fire Rescue 911 dispatchers. Patients will be transferred to Houston Medical Center, Warner Robins, or if required to a Macon GA medical treatment facility. These hospitals will be referred to as “local hospitals” hereafter. 1.1.1 Transfer of patients from Robins AFB to the Government designated health care organizations and ensure that the patient receives the appropriate level of care at all times. 1.1.2. Return any Government equipment used while transporting patients immediately following the transport. 1.1.3. Contractor will be required to provide ambulance transport of patients to off-base hospitals/facilities. 1.1.4 Traveling to response sites in an appropriate medical response vehicle per directions receive primarily from the 911 dispatcher, Robins AFB Fire/Rescue, or Robins AFB Security Forces. 1.1.5. Provide full Advanced Life Support paramedic care and treatment to patients and providing supplies, services and equipment necessary to maintain the patient’s medical status. 1.1.6. Coordinate in-field care in accordance with Houston county Fire Rescue and RAFB Fire Rescue protocols with local hospitals. 1.1.7. Coordinate patient transport with local hospitals. 1.1.8. Transport patients to local hospitals from Robins AFB and related housing areas. 1.1.9. Ensure a paramedic remains with patients until a qualified member of the receiving hospital properly accepts patients. 1.1.10. Provide weekend ambulance coverage for aircraft flight-testing. 1.1.11. The contractor will provide on scene ambulance coverage for special ceremonies/events during duty hours 1.2 RESPONSE TO IN-FLIGHT EMERGENCIES. The Contractor is responsible for serving as primary medical response to all flightline and in-flight emergencies on Robins AFB during the hours of 1630-0730, weekends and holidays. The contractor will be notified of the need to respond by the base fire department via the 911 Emergency Medical Systems. 1.2.1 Maintain radio contact with Fire Chief at all times while in-transit and parked at 78th Medical Group, building 700, Ambulance Services. Robins AFB will add Houston EMS frequency to their radios, or will provide the EMS unit on duty at Robins AFB a portable radio that has the Fire Chief frequency. Houston Healthcare Complex will not be responsible for the cost of communications equipment necessary to comply with this requirement. 1.2.2. Provide medical advice and guidance to Air Traffic Controllers for relay to endangered inbound aircraft. 1.2.3 Fall under the authority of the Fire Chief or On-Scene Commander and carry out all directives they provide. 1.2.4 Provide full paramedic care and treatment to patients and providing supplies, services and equipment necessary to maintain the patient’s medical status. 1.2.5 Coordinate in-field care in accordance with NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (28-JUL-2006).
