Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This award will be made to the lowest priced/technically acceptable offer. This specification defines the minimum requirements for the manufacture, performance and acceptance of a x-ray fl uorescence inspection system to be used in the inspection of electronic parts and circuit card assemblies. The following defines the minimum requirements for compliance to Environmental, Safety and Health issues: The x-ray tube head and all objects to be i rradiated are within a shielded cabinet. An x-ray on light will activate when the x-rays are produced. A device shall be available to prevent or quickly interrupt the x-ray production. The device shall require manual resetting to enable the reinitiation of x-ray production. The use and function of the device shall be clearly labeled. Each entrance or panel providing access to the cabinet shall have fail-safe interlocks installed to prevent access from outside the x-ray cabinet The exposure rate at two in ches from any accessible surface outside of the facility shall not exceed .5 mR per hour. This exposure rate shall be demonstrated during initial evaluation of the x-ray system. The complete system shall be capable of x-ray fluorescence spectrometer inspe ction of circuit board panels and circuit assemblies without any damage to panels or assemblies. The system shall include a x-ray source that supports x-ray collimation in the range of 0.1 mm to 0.6 mm diameter, and provides for a minimum measuring spot of less than 0.2 mm diameter. The system detection range shall extend from atomic weight 13 (Aluminum) to atomic weight 92 (Uranium), and shall provide energy resolution less than 200 eV, full-width, half-maximum. The system shall provide a visible light s ample observation capability with optical image magnification greater than 45X, and shall support aiming of the x-ray source on the sample to within 0.05 mm accuracy and support verification of aiming point on the sample. The system shall include a motoriz ed stage to manipulate the sample or detector in the X and Y axes at least 200 mm with 0.01 mm precision, and either sample or detector movement for Z axis adjustment of at least 125 mm for a sample up to 2 kg weight to support detection scans across that whole area. The system shall include integrated computer control of the entire system with image and text data output to an integral control computer and Operator interface/system control via the integrated computer. The system shall include material meas urement software to support determination of constituent weight ratios and thicknesses of up to 5 material layers down to 50 nm thick. The system shall include an Operator monitor at least 480mm diagonal, and greater than 2 Mega pixel resolution.
