Description
This is the official Pre-Solicitiation Notice for RFI # NWS-001, a DOC/NOAA National Weather Service (NWS) procurement. Please reference # NWS-001 on all correspondence. The estimated release date of the solicitation is September 29, 2006. The solicitation will be posted on FedBizOps. DESCRIPTION: The required engineering, technical, and operational support services are identified in five functional and programmatic areas: system performance and effectiveness; documentation, publication, and communication; cost collection, analysis, and resource tracking; operational systems and program maintenance; and contract performance and cost management. These contract support services for the development, collection, and analysis of decision-support data are critical to operations by allowing NWS decision makers to adjust and direct assets to meet its mission-oriented GPRA performance goals while being conscious of the cost to the American people. There are not sufficient NWS personnel resources to perform these non-inherently governmental, commercially-available, management support services. This combination of personnel allows NWS staff to focus its resources on policy, long-range planning, contract technical monitoring, and other inherently governmental activities. Contractor support services provide the other necessary activities. NWS, Office of Systems Operations, will solicit proposals for engineering, technical and operational support services in support of the national mission. The contractor shall provide a wide variety of engineering, technical and operational support personnel. Engineering, technical, and operational support services must: a. Provide support for development, performance, and effectiveness of future architectures, systems and networks and their maintenance (e.g., weather radar, surface observing equipment, hazard/warning dissemination systems, radiosonde and atmospheric observing systems, and the central forecast and warning system); project management and contract administration support; and human resources staff support. b. Provide support to create and maintain technical documents, including test plans, technical manuals, modification notes, drawings, illustrations, schematics, flow charts, etc. Publications and communications support tasks include the creation of briefings and outreach material; program presentations; weather graphics and web pages; and other presentation materials. c. Provide support in the formation of multi-year budgets; execution and tracking of the current-year NWS budget; development of budget strategies; collection and analysis of financial data, cost collection and estimating; development of detailed spending plans, cost tracking and reporting systems; development, operation, and maintenance of budget formulation data bases and tracking/variance reports. d. Provide support to NWS operational programs including facilities construction; engineering support and assistance, including field coordination; engineering assessments; analyses and investigations of system performance; creation, distribution, and installation of field modifications; preparation of maintenance and modification notes; and logistics analysis of current and future systems. e. Provide all aspects of contract performance management and cost to ensure task requirements are satisfied and task performance is provided at the most economical cost, consistent with the highest quality level.
