Description
The Department of Education seeks to procure support preparing for dissemination information for Life Skills grantees and other interested parties on the topic of using school accountability reports, sometimes called school performance reports, or simply school report cards in the context of correctional schools. This is an important tool for school improvement that is not fully understood or commonly used in this setting. This activity, to be completed within nine months after the award of the contract, is intended to assist ED to realize goals of the Life Skills for State and Local Prisoners Program (84.255A), which is the funding source. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement contitutes the only solicitation and a separate written solicitation will not be issued. All responsible sources are invited to submit a quote, that if received prior to the closing date, shall be considered by the Department of Education. Offers will be evaluated against two criteria - past performance and price. The Government will select the offer which represent the best value. In determining the best value, past performance is significantly more important than price. Proposal Instructions: Interested offerors shall submit proposals via email in Microsoft Word to the Point of Contact (Contract Officer) stated above in two (2) parts, a written narrative and a price quotation, as follows: 1) A written narrative, not exceeding five (5) pages, which outlines the vendor's experience in the following: a. Experience in developing reports for distribution in the educational setting; b. Experience in analyzing reports in order to develop dissemination information; c. Knowledge and experience with Life Skills for State and Local Prisoners Program; and d. Expertise with the Life Skills program and its relationship with schools. The narrative shall include two (2) references of past performance for work of a nature similar to that described in this solicitation and demonstrating the experience, knowledge, and expertise listed above. It is the responsibility of the offeror to insure that the telephone number and reference point of contact listed are current and accurate. Reference information should include: a. Organization and address; b. Contract number if any; c. Period of performance; d. Original price; e. Name, phone number, and email address of contracting officer or similar official; f. Name, phone number, and email address of individual who monitored performance; and g. Type of contract (i.e., Fixed Price, Time and Material). The above page limitations do not include pages necessary to complete clauses or provisions listed above, such as FAR provision 52.212-3. 2) Price Quotation - The Government contemplates the establishment of a Time-and Materials contract. Your price quotation must detail the labor category(ies) and labor rate(s) proposed and any travel, materials, and other direct expense associated with the proposal. Prohibition Of Discrimination Against Individuals With Disabilities. The Contractor shall comply with all applicable requirements of the Americans with Disabilities Act of 1990 including Section 302, which provides that: No individual shall be discriminated against on the basis of disability in the full and equal enjoyment of the goods, services, facilities, privileges, advantages, or accommodations of any place of public accommodation by any person who owns, leases (or leases to), or operates a place of public accommodation. Failure to comply with the Americans with Disabilities Act of 1990, as amended, shall be considered a failure to comply with the terms of this contract. The Contractor shall also assure that any meeting, conference, or seminar held pursuant to the contract will meet all applicable standards for accessibility to persons with disabilities pursuant to section 504 of the Rehabilitation Act of 1973, as amended (29 U.S.C. 794), Sections 504 of the Americans with Disabilities Act (1990), and any implementing regulations of the Department. Background: The US Department of Education's Office of Safe and Drug Free Schools (OSDFS) administers the Life Skills for State and Local Prisoners Program (84.255A). This program is intended to provide financial assistance for establishing and operating programs designed to reduce recidivism through the development and improvement of life skills necessary for reintegration of adult prisoners into society. Schools existing in correctional settings are in some ways similar and in some ways dissimilar to educational programs offered in community settings. While the context and setting may be different, the instructional programs strive to develop knowledge, skills and abilities that enable members of their student bodies to achieve success, just as any other school. These are public education programs and represent an ongoing investment of public funds. Productivity and accountability are high priorities. Just as is the case with other public educational ventures, it is important to benchmark school performance, to make the performance of schools more readily apparent to all the publics that these schools serve, and to provide the information in a way that can facilitate efforts to improve school performance over time. The Department seeks to assist State and local correctional education programs endeavoring to build or improve school accountability reporting systems.
