- The purpose of this procurement is to provide the Department with support preparing accurate information in a useful form to be disseminated to grantees and other interested parties working with inmates. The contractor will prepare a resource guide for use by inmates planning for post release educational participation (title to be determined). This guide will be provided to State and local agencies so that they can customize it with local information and provide it to inmates as appropriate. The guide will include introductory materials helpful to the inmate in reflecting on his/her educational status and goals, identification of types of programming relevant to that status and those goals, recommendations concerning where a formerly incarcerated person might obtain educational assessment and guidance post release, information on how various types of programs are normally funded and how a person might qualify for necessary support. The guide will generally encourage individuals to set educational goals for life post release, provide information reinforcing the economic and personal benefits associated with advanced educational attainment, and offer simple and practical steps one might take to move toward participation in community based educational programs. This activity, to be completed within one year after the award of the contract, is intended to assist ED to realize goals of the Life Skills for State and Local Prisoners Program (84.255A), which is the funding source. The guide will be designed so that it can also be provided to inmates without local customization. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement contitutes the only solicitation and a separate written solicitation will not be issued. All responsible sources are invited to submit a quote, that if received prior to the closing date, shall be considered by the Department of Education. Offers will be evaluated against two criteria - past performance and price. The Government will select the offer which represent the best value. In determining the best value, past performance is significantly more important than price. Proposal Instructions: Interested offerors shall submit proposals via email in Microsoft Word to the Point of Contact (Contract Officer) stated above in two (2) parts, a written narrative and a price quotation, as follows: 1) A written narrative, not exceeding five (5) pages, which outlines the vendor's experience in the following: a. Experience in developing resource guides for distribution in the educational setting; b. Experience in analyzing reports in order to develop dissemination information; c. Knowledge and experience with Life Skills for State and Local Prisoners Program; and d. Expertise with the Life Skills program and its relationship with schools. The narrative shall include two (2) references of past performance for work of a nature similar to that described in this solicitation and demonstrating the experience, knowledge, and expertise listed above. It is the responsibility of the offeror to insure that the telephone number and reference point of contact listed are current and accurate. Reference information should include: a. Organization and address; b. Contract number if any; c. Period of performance; d. Original price; e. Name, phone number, and email address of contracting officer or similar official; f. Name, phone number, and email address of individual who monitored performance; and g. Type of contract (i.e., Fixed Price, Time and Material). The above page limitations do not include pages necessary to complete clauses or provisions listed above, such as FAR provision 52.212-3. 2) Price Quotation - The Government contemplates the establishment of a Time-and Materials contract. Your price quotation must detail the labor category(ies) and labor rate(s) proposed and any travel, materials, and other direct expense associated with the proposal. Prohibition Of Discrimination Against Individuals With Disabilities. The Contractor shall comply with all applicable requirements of the Americans with Disabilities Act of 1990 including Section 302, which provides that: No individual shall be discriminated against on the basis of disability in the full and equal enjoyment of the goods, services, facilities, privileges, advantages, or accommodations of any place of public accommodation by any person who owns, leases (or leases to), or operates a place of public accommodation. Failure to comply with the Americans with Disabilities Act of 1990, as amended, shall be considered a failure to comply with the terms of this contract. The Contractor shall also assure that any meeting, conference, or seminar held pursuant to the contract will meet all applicable standards for accessibility to persons with disabilities pursuant to section 504 of the Rehabilitation Act of 1973, as amended (29 U.S.C. 794), Sections 504 of the Americans with Disabilities Act (1990), and any implementing regulations of the Department. Background: Inmates enter prison with extensive educational needs that often cannot be fully addressed during the period of confinement. The US Department of Education's Office of Safe and Drug Free Schools (OSDFS) administers the Life Skills for State and Local Prisoners Program (84.255A). This program is intended to provide financial assistance for establishing and operating programs designed to reduce recidivism through the development and improvement of life skills necessary for reintegration of adult prisoners into society. A primary area of focus is preparation to enter civilian employment upon release. However, many inmates develop interests during their participation in institutional education programs that can be pursued post release - often involving higher employment aspirations. The Department provides rather extensive web based information to the general public on participation in higher education, especially as this relates to accessing federal student aid. However, very few if any inmates have access to web based information. Also, inmates need assistance negotiating the interface between adult basic education, alternative high school completion programs, occupational training programs, post secondary remedial education program and higher education. Information on the various types of programs, for whom they may be appropriate, and the various access points to these various programs needs to be provided in clear language in and accessible format. Inmates who had not availed themselves of educational opportunities during their prior community status often have very limited information about accessing community based educational programs - where programs may be offered, where one would obtain specific information about these programs, what an application process might consist of, and what resources may be available to support participation. The organization of these various programs and their points and method of access varies considerably from area to area within our country. For this reason, this product is designed primarily as a prototype to be customized, used and distributed by State and local providers of institutional educational services. This is a technical assistance need that has been articulated by many grantees and which we expect to be welcomed and widely used. Approximately 650,000 inmates are being released from State prisons each year. Many times more are leaving local detention.
