Description
This notice is a combined synopsis/solicitation for professional, scientific, and technical services prepared in accordance with the FAR Part 13.106. The Centers for Disease Control and Prevention is soliciting quotes in efforts to award a purchase order for the development of Generic TB/HIV Surveillance Training Materials. The award is a Firm-Fixed Price award. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Submit offers on Solicitation Number: 2006-Q-37196. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Action Circular 2005-04, dated June 8, 2005. This acquisition will be processed under Simplified Acquisition Procedures and is not a Small Business Set-Aside. The North American Classification System (NAICS) code for this procurement is 541990. BACKGROUND HIV surveillance among tuberculosis (TB) patients is recommended by World Health Organization (WHO) as a key collaborative TB/HIV activity. In countries with generalized HIV epidemics, HIV testing is recommended as part of routine patient care, and it is recommended that routine care data be used for surveillance purposes. With minor modifications, additional funds, and human resources, existing TB surveillance infrastructure could be used to: ?X Monitor the proportion of TB patients HIV tested, the proportion who test HIV-positive, and the success of referrals to ancillary services (e.g. PMTCT) ?X Track the use of clinical services by HIV-infected TB patients [antiretroviral therapy (ART), cotrimoxazole preventive therapy (CPT)] ?X Monitor treatment outcomes of HIV-infected TB patients CDC has developed training modules to improve surveillance activities for TB/HIV in developing countries. These materials are targeted to district level TB and HIV staff, and include content on routine HIV testing of TB patients and HIV surveillance among TB patients (e.g. recording and reporting). The ??train-the-trainers?? format prepares participants to disseminate the curriculum of TB/HIV surveillance at the clinic/facility level. The course incorporates the ??teach back?? methodology to develop training skills of participants, thereby building future training capacity. A pilot test of these training materials was conducted in Botswana in July 2005. In their current format, the training materials are very specific to the Botswana country situation. Further revisions are needed to develop the TB/HIV surveillance training modules for generic use in other countries with high TB and HIV burdens. PURPOSE A vendor is needed who has: (a) Experience in writing TB training materials for the developing world setting (b) Extensive knowledge of the international guidelines for HIV testing of TB patients (c) Extensive knowledge of the international guidelines for general TB surveillance and HIV surveillance among TB patients (d) Strong background in the principles and guidelines for TB prevention and control (e) Experience in formatting training materials for user-friendliness and consistency. SCOPE OF WORK The vendor will modify existing TB/HIV surveillance materials to comply with international standards and guidelines for TB/HIV surveillance and routine HIV testing of TB patients. Botswana-specific materials will be amended to include global information on the TB and HIV burdens, including the modified WHO TB recording and reporting forms. TASKS The vendor will assist CDC with activities necessary for the modification of the TB/HIV surveillance training materials by means of the following: 1) Use international guidelines and standards to incorporate generic, general content into the existing Botswana curriculum, including a sample agenda, nine modules, and the supplemental adult learning materials 2) Provide instructional design to standardize the flow and look of modules throughout the training manual 3) Format materials for consistency, visual presentation, and user-friendliness, both in paper and electronic format 4) Design a cover and spine, in color, to fit a 1-2 inch binder (200 copies) 5) Digitally print 200 copies of a 250-300 page manual, using a two color process throughout for printing the training materials. Copies should be 3-hole punched. 6) Insert tabs/sub-tabs as appropriate using a four color process throughout the training manual 7) Collate contents of each manual for delivery to CDC 8) Collaborate with colleagues from CDC, World Health Organization (WHO), and other international partners to modify the manual 9) Provide drafts of the manual to CDC, WHO, and other international partners for feedback. Feedback will be incorporated into future drafts. PERIOD OF PERFORMANCE/ DELIVERABLES The period of performance shall begin on the date of award and be completed within a 5 month period. The vendor shall provide the following deliverables by the dates shown below: 1) First draft of TB/HIV modules due ten weeks after date of award 2) Participation in weekly or bi-weekly meetings/conference calls with CDC 3) Second draft of TB/HIV modules due thirteen weeks after date of award 4) Final version of TB/HIV modules along with 200 copies of modules due twenty weeks after date of award MINIMUM VENDOR QUALIFICATIONS a) History of developing public health materials for TB in developing countries b) History of working to deadlines and providing interim deliverables c) Extensive knowledge of international policies and guidelines for HIV testing and surveillance among TB patients d) Provision of three references within the past two years. This is a full and open competition. Interested parties who feel that that they possess the capabilities to perform the services described above, should provide a capabilities statement demonstrating their qualifications, experience, equipment and ability to perform the requirements and meet the minimum vendor qualifications. Questions regarding this announcement must be in writing and received in this office no later than 12:00 noon EST, September 06, 2006. Award will be made to the technically acceptable lowest price. Quotation will be due no later than close of business September 13, 2006. All vendors must be registered in the Central Contractor Registry (CCR) prior to award of a Federal Contract at www.ccr.gov .
