Description
This is a SOURCES SOUGHT SYNOPSES not a request for proposals. The Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS), Rockville, MD has a requirement for professional services ? Radiological health Custom Educational Illustrations. Statement of work: Independently, and not as an agent of the Government, the contractor shall furnish the necessary personnel, materials, services, and facilities, and otherwise do all things necessary for or incident to the performance of the work described in the statement as follow: 1- Conduct interviews with the CDRH project team to understand the vision, educational goals and necessary components of the illustrations. 2- Propose a clear and simple approach for developing a custom dynamic illustration or animation for the CDRH website. The illustration should display the electromagnetic spectrum, including wavelengths and energy levels, sources of radiation, and relative risks. It should allow the user to interact with the illustration to learn more about specific radiation-emitting products, including medical devices. The illustration should be appropriate for an audience level of approximately 8th grade, with little to no experience in physics or radiological health. 3- Develop wireframes of illustration for CDRH review. 4- Incorporate CDRH comments into final design. 5- Ensure that any portrayals of medical devices do not resemble specific existing products on the market. 6- Ensure the scientific accuracy of custom illustration. 7- Ensure that the illustration complies with all FDA style requirements and section 508 accessibility requirements. 8- Provide the illustration to CDRH. All products associated with this work shall be the property of the Federal government and may be posted on the FDA Website (www.fda.gov) and used in other communications. The illustrations shall be in the public domain and may be republished, reprinted and otherwise used freely by anyone without the need to obtain permission from FDA. Period of Performance: 1 year. Payment Schedule: The vendor shall submit an invoice upon FDA?s receipt and acceptance of each illustration. Deliverables: The contractor will report to the FDA in the following manner and at the following points in the project: A. Telephone meeting (one hour) with project officer and Agency staff to review work plan and schedule (September, 2006). B. Telephone consultation (upon request) to discuss custom illustrations. C. Reports (upon request) listing the account balance and the hours spent on custom illustrations to date or during a specific time period. D. Electronic versions of all completed illustrations. Technical Evaluation: 1- Technical understanding of requirements and deliverables (20%). 2- Experience producing illustrations of scientific topics for non-technical audiences (20%). 3- Ability to provide illustrations that become the property of the Federal government for use on the FDA Website (www.fda.gov) and other communications, and that may be republished, reprinted and otherwise used freely by anyone without the need to obtain permission from FDA (20%). 4- Ability to ensure technical accuracy of custom illustrations (20%) 5- Skill with Flash or other similar media for producing dynamic Web-based illustrations (20%). All companies responding to this synopsis must demonstrate their experience and/or capability by submitting qualification statements, including references directly related to the subject requirement. Qualification statements must include references and provide: (1) The referenced contract numbers; (2) The type of contract and dollar amount; (3) A description of the work performed and end products produced; (4) For whom performed and personal point of contact (name, title, address, and telephone number); (5) Performance period and location; and (6) Number and type of personnel employed on the specified contract. The associated NAICS code is 541710 and small business size standard is $ 500.0 Millions. Qualification statements are due no later than 5 days after publication of this notice and should reference Sources Sought No. 06-1022011.
