- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-11. The associated North American Industrial Classification System (NAICS) code for this procurement is 511210. The acquisition is 100% set-aside for small business. To qualify as a small business, the manufacturer and the distributor must be classified as a small business under the NAICS code identified above. All interested small businesses shall provide a quote based on the following information: BRAND NAME OR EQUAL: (1.) LDRA Testbed: User floating license for C on Windows including: 1-user floating license of Testbed with MISRA, TBsafe and TBrun for C/C++ and Windows on ONE single Network at Rockville, MD Site. -Static Analysis (1-Code Review: programming standard reinforcement and data flow control analysis, 2-Quality Review: code complexity and quality metrics, 3-Design Review: code visualization, dead code and interface analysis) - Dynamic Analysis (code coverage analysis including DO-178B Level B and C, data set analysis, test profiling analysis, Host/Target Execution). Testbed Upgrades and options: -LDRA Multi-language Upgrade C & C++ -LDRA MISRA C: Programming Standards Verification, user floating license -LDRA TBrun: Automated Unit/Module and Integration Testing' User floating license for -C/C++ including: - Automatic Test Harness Generation, - Automatic Test Stubs Creation, - Automatic Test Run on both Host/Target environment, - Automatic Test Report Creation. (2.) LDRA Testing Suite: MINIMUM 2-day On-Site Consulting - Products installation, configuration settings of specific environment, technical assistance of use of LDRA Testbed and LDRA TBrun, - Tool administration, advanced Training, - Technical support and consulting set up of testing process in real context of customer projects, -Consulting staff provided for a MINIMUM of 2 days, with travel expenses included (3.) LDRA Testing Suite: a MINIMUM of 4-day Basic Training Class for C/C++ and Windows, to supply a MINIMUM of 3-day on-site user training course at Rockville, MD Site. - The training class is for a MAXIMUM of 10 students, price includes delivery of course and course materials, as well as instructors travel expenses. Award shall be made to the quoter who meets all required technical specifications as determined by a review of documentation submitted in accordance with this solicitation and quotes the lowest price. Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the specifications stated herein. All quoters shall submit the following: 1). An original and one (1) copy of a quotation which addresses Line Item 0001. 2). Two (2) originals of technical description and/or product literature. All quotes must be sent to the Food and Drug Administration, OAGS, Attn: HARRY BRUBAKER III, 5630 Fishers Lane, Room 2095, HFA-500, ROCKVILLE, MD 20857-0001. Quoters shall ensure the RFQ number is visible on the outermost packaging. Submission must be received by 3:00 p.m. EST on WEDNESDAY, SEPTEMBER 6TH, 2006.
