Description
In accordance with Simplified Acquisition procedures the National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Nutritional Epidemiology Branch (NEB) intend to procure on a sole-source basis with Johns Hopkins University School, George Comstock Center, 1302 Pennsylvania Ave., Hagerstown, MD 21742 for retrieval, DNA extraction, and data file preparation of 64 pancreatic cancer cases and 64 matched controls from their CLUE2 study (from the slogan, ?Give us a Clue to Cancer and Heart Disease?). The NCI-sponsored Cohort Consortiums is forming a Pancreatic Cancer Cohort Consortium (PanScan) to conduct a whole genome scan (WGS) of common genetic variants to identify genetic markers of susceptibility to pancreatic cancer. Specifically, PanScan will analyze a dense set of the most common genetic variants in the human genome, single nucleotide polymorphisms (SNPs) with sufficiently high enough minor allele frequencies (MAF > 5%). The panel of SNPs is based on an analysis of common SNPs in individuals of northern European background determined by the International HapMap Project and provides an opportunity to monitor tested and untested SNPs because of linkage disequilibrium in the genome. It is estimated that the current panel of markers for a whole genome scan includes 550,000 SNPs and represents approximately 90% of all common SNPs in Caucasians. PanScan anticipates that SNPs highly likely to be markers for genetic variants related to pancreatic cancer risk will emerge from this analysis and lead to further studies of gene-gene and gene-environment interactions with pancreatic cancer risk factors, including known exposures and biomarkers collected on these individuals. Individual cohort studies alone do not have adequate numbers of cases to be powered to observe associations if they exist, to investigate genetic susceptibilities for the WGS. PanScan will include 1600-1900 incident pancreatic cancer cases and controls from 12 cohort studies. One of the cohort studies participating in the PanScan consortium is the Johns Hopkins University, CLUE2 study conducted in Washington County, MD. Blood was collected from ~18,000 CLUE2 participants in 1989 of whom 64 developed pancreatic cancer during follow-up to 2006. PanScan needs all the cohorts to contribute their cases including the CLUE2 cohort in order for the PanScan consortium study to be adequately powered. We are requesting 64 pancreatic cancer cases and 64 matched controls with extracted DNA from CLUE 2 with acceptable quantity of DNA to be part of this consortium. Johns Hopkins University is the only known source to the NCI researcher that has access to the samples from the CLUE2 study that is needed for the PanScan to be successful. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the entire above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researcher to determine if it can meet the requirements of this synopsis. An original and one copy of the capability statements must be received in the Contracting Office by 1PM EDT (local Washington, D.C. time) on September 13, 2006. Faxed and emailed capability statements are NOT authorized. All questions must be in writing and may be emailed to Debbie Moore at dm170b@nih.gov or faxed (301) 402-4513. It is the vendor?s responsibility to call (301) 402-4509 and verify that questions were received. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA). Please refer to http://orca.bpn.gov in order to register. In addition, contractors must be registered in the Central Contractor Registration (CCR) www.ccr.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. NAICS: 541990; Size Standard is $6.5 million.
