Description
The National Institutes of Health (NIH) intends to negotiate on a sole source basis with Ms. Geraldine B. Pollen, 5802 Nicholson Lane, Rockville, MD 20852 For a continuation of services being provided for the )ffice of Rare Diseases (ORD). Ms Pollen is the only known source capable of providing the required services because of her involvement in this project over the past months. Further, inherent duplication of cost to the Government would be time and cost prohibiting. The Statement of Work: Plan and coordinate the following major conferences: Conference and Research Plan on the Amyloidoses. Patient Advocacy Group Meetings. Spinal Cord Injury Scientific Meeting. Rare Diseases Clinical Research Network Scientific Meeting. Institute/Center ORD (ICORD) Meeting 2006/2007. Plan and formulate the content of the meetings/conferences Develop agendas, participant lists, invitations, and ?thank you? letters. Provide summaries where needed, and develop lists of action items resulting from each meeting/conference Draft reports based on meeting/conference discussions as needed. Coordinate all ancillary activities related to these meetings/conferences This would involve consultations with the NIH intramural and extramural researchers as well as extramural programs administrators, the leadership of national patient advocacy groups, representatives of the pharmaceutical, biotechnology and medical device industries, professional medical and other healthcare associations, and other Federal Government agencies, including the Centers for Disease Control and Prevention and the Food and Drug Administration. Vendors shall have the following capabilities; Experience with the scientific and patient advocacy communities in the planning of scientific and policy sensitive meetings/conferences Experience as a writer and editor of major reports, articles, and documents on biomedical research; In-depth knowledge of rare diseases research and professional interactions with the Office of Rare Diseases. This proposed action is for services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations. However, all quotes received within ten days after the date of publication of this synopsis will be considered by the Government . A determination by the Government not to compete this proposed simplified acquisition requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition. Concerns that respond to this synopsis shall furnish concise responses directed specifically to the requirements mentioned above and are invited to submit proposal and/or capability statements in an Original Plus Two (2) no later than ten (10) business days from the date of this announcement, August 30, 2006, due in COB Sept. 08, 2006. Written responses shall include complete description of services to be provided, containing sufficient technical information to permit agency analysis to establish bona fide capability to meet the stated requirements as listed above.
