Description
The National Institutes of Health (NIH) is conducting a market survey to determine the availability and capability of interested businesses to provide comprehensive multiple component waste management services including solid waste and refuse, medial pathological waste, and recycling. THIS IS NOT A REQUEST FOR PROPOSAL OR COST PROPOSAL. The intended procurement will be classified under North American Industrial Classification System (NAICS) code 562111 with a size standard of $11.5 million. Services to be provided include the collection, transportation and disposal of medical pathological and non-hazardous solid wastes generated by the NIH and the collection, transportation, and recovery of recyclable materials. Services shall be provided on the NIH main campus located in Bethesda, MD; the NIH Animal Center located in Poolesville, MD; and satellite facilities located in Maryland, Virginia, and the District of Columbia. Approximately 12,000 tons of solid wastes are generated annually by the NIH. The solid waste is comprised of institutional and residential wastes, animal bedding, asbestos, construction waste, and a large quantity of recoverable material including white office paper, mixed office paper, corrugated cardboard, and plastics. Currently NIH recycles approximately 31% of the solid waste stream. Primary recyclable materials currently collected include whie and mixed office paper, scrap metal, aluminum cans, commingled consumer beverage containers (plastics #1 and #2, glass bottles and ferrous cans), corrugated cardboard containers, polypropylene pipette tip racks (plastic #5), wooden pallets, tyveks, and copier/printer toner cartridges. Approximately 3,000 tons of recyclable materials are collected and recycled annually by the NIH. Approximately 1,000 tons of medical pathological wastes (MPW) are collected and disposed of annually by the NIH. All MPW waste is packaged by the generators and there is no sorting by type. The cotractor is responsible for providing a large portion of the equipment, materials, and supplies necessary in performance of the requirements such as compactors, vehicles, etc. Services are provided Monday through Friday, excluding Federal holidays between 8 am and 4:30 pm. Solid waste and MPW services shall be provided for Building 10-B2 loading dock Monday through Saturday AND holidays between 7:30 am and 4 pm. Interested businesses responding to this market survey must provide a capability statement demonstrating their experience, expertise, and available resources to perform the various tasks of this requirement. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NIH to determine if the party can meet all of the foregoing requirements. Information submitted is to be pertinent and specific to the technical requirements identified above and demonstrate your firm's ability to provide all personnel and resources necessary to provide all of the services identified. Include (1) business name, address, e-mail address, website address, telephone number, and name of contact; (2) business size and type of business (e.g., small business, HUBZone, service-disabled veteran-owned small business, etc.); and (3) at least two recent past performance references to include contract number, dollar value, name o contact, and telephone number. Three copies of the capability statement must be received at the address identified in this synopsis no later than 3 pm EST on September 13, 2006. When utilizing a courier service, Federal Express, UPS, or Express Mail, the city, state and zip code MUST read ROCKVILLE, MD 20852. Responses by facsimile (FAX) or e-mail WILL NOT BE ACCEPTED. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Information received will be considered solely for the purpose of determining whether sufficient businesses within any of the socio-economic programs possess the capability to fulfill the Government's requirement and to ensure competition under a set-aside acquisition. A determination by the Government not to compete this requirement as a set-aside based upon responses to this notice is solely within the discretion of the Government.
