- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation, Subpart 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. (ii) The solicitation number is SWPR20023546. The solicitation is issued as a Request for Quote (RFQ) incorporating provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12, dated August 4, 2006. The North American Industry Classification System (NAICS) code is 334516, for which the size standard is 500 employees. DESCRIPTION: Liquid Chromatography Time of Flight Mass Spectrometer with accompanying data system for the quantitation and accurate mass analysis of pharmaceuticals, drugs of abuse and forensic samples shall include the following-(1)time of flight (TOF) mass analyzer; (2)An electrospray interface (ESI) ion source with dual sprays; (3) an Atmospheric Pressure Chemical Ionization (APCI) ion source; (4)Quaternary pump with incorporated vacuum degasser with four(4) independent solvent channels and settable flow range of 0.001 ? 10 ml/min;(5) Thermostatted column compartment with Peltier element that allows operation of temperatures from 10 Celcius below ambient up to 80 Celsius; (6) Auto injection system with a 0.1 to 100ml injection range and a minimum sample capacity of 100 x 2ml vials in one tray ; (7) Photodiode array detector with a minimum spectral range of 190 to 800nm; (8) Nitrogen gas generator capable of producing 98 percent pure or better nitrogen gas wit a minimum flow of 18 liters per minute at 80 to 100 psi; (9) Basic unit to meet or exceed the following performance standards (a) Acquisition rate of 20 spectra per second as written to disk (full mass range profile to hard disk); (b) A resolution that is 10,000 at FWHM of the peak; (c) Mass range of 50 to 10,000 m per z; (d) Mass accuracy of 3 parts per million; (e) A sensitivity of S/N 10, on a mass chromatogram of the protonated molecular ion of 10pG reserpine at m/z 609 in positive mode ESI, with the noise defined relative to RMS of the baseline and a flow rate of 0.2mL/min.(10) Time-of-flight mass spectrometer data system shall include (a) Computer configured at 3.2 GHz or faster with a Pentium 4 processor and with a 512 kB or greater cache, 1 GB or greater RAM, 160 GB or greater hard disk and 2 free slots; (b) Drives: 1.44 MB floppy drive, a DVD+RW drive, and a CD-RW drive; (c) 21 inch flat panel color monitor; (d) Optical mouse; (e) Optical keyboard; (f) An HP LaserJet color printer or equal; (g) A 10/100 Base T Ethernet interface; (h) Completely installed Windows NT or 2000 operating system; (i) Full software suite for instrument control, data acquisition and management including (i) Data Manager; (ii) Adjustment Manager for real-time instrument tuning; (iii) Display of instrument status, voltages and pressures; (iv) Measurement of spectrum; (v) Automatic mass calibration, mass drift correction, internal standard mass calibration, internal standard mass drift correction; (vi) TIC and mass chromatogram display, processing history management, isotopic mass or atomic mass calculations; (vii) Spectral de-convolution; (viii) Quantitation data processing program; (ix) Component detection algorithm software; (x) Library search program; (11)A table for the LC-TOF-MS and the Data System to provide stable interface operation; (12) A minimum one working week on-site training course in the utilization (13) Installation and on site proof of satisfactory operation; (14) Equipment offered must have a proven history of reliability; (15) Delivery address in Houston, TX will be provided upon award and price quote must include freight charges. Quote must list DUNS number and Federal Tax ID Number (TIN). All offerors must be in the Central Contractor Registration (CCR) at the time of award and must accept payment by Electronic Funds Transfer(EFT). Award will be make to the lowest priced technically acceptable offer of historically reliable equipment.
