Description
The Federal Bureau of Investigation (FBI) is seeking quotes from qualified individuals to perform professional Forensic Audio/Video Examination services for four different specialties. Multiple awards are anticipated. The services will be performed at the FBI?s Engineering Research Facility in Quantico, Virginia. The awardees shall conduct and report on the results of forensic examinations of audio and video evidence, in conjunction with criminal counterterrorism and foreign counterintelligence investigations. Such evidence is received from all levels of federal, state, and local law enforcement agencies. The audio and video forensic services required include enhancement, real-time processing, authenticity, voice comparison, signal analysis of non-voice signals (i.e. ? gunshots and other explosive events), format and standard conversions and other related exams. The requirement shall include four (4) separate categories of forensic examinations to include: Forensic Audio Examinations ? Level I and II and Forensic Video Examinations ? Level I and II. The FBI anticipates a labor-hour, requirements- type contract. The performance period for all services will consist of a 12 month base and four 1-year options. The estimated hourly quantities for each requirement vary, however, range from 1200 ? 2000 hours per year. The contractor shall possess a Top Secret Security Clearance prior to commencement of contract award. The solicitation will be available on or about September 30, 2006 and will be distributed solely through the General Services Administration?s Federal Business Opportunities website at www.febizopps.gov. All future information concerning this acquisition, including solicitation amendments, will be distributed solely though this website. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about the acquisition. The website provides all downloading instructions to obtain a copy of the solicitation. All contractors doing business with the Federal Government shall be registered in the Central Contractor Registration (CCR)database. In addition, interested parties must also be registered and have completed the On-Line Representations and Certifications Application (ORCA). Information and registration details can be found at http://orca.bpn.gov. This requirement is 100% small business set-aside.
