INDEFINITE DELIVERY MULTIPLE DISCIPLINE ARCHITECT-ENGINEER (A/E) SERVICES CONTRACT (MEDICAL FACILTIES) FOR MISCELLANEOUS PROJECTS DESCRIPTION: The Stratton VA Medical Center is soliciting to award a Multiple Discipline Indefinite Delivery Architect-Engineer (A/E) Services Contract (Medical Facilities) for Miscellaneous Projects. POC: Ms. Kellyann Bruno, VA Contracting Officer, (518) 626-6979 Kellyann.bruno@va.gov OFFICE ADDRESS: Stratton Veterans Affairs Medical Center, Room C-67, 113 Holland Avenue, Albany, NY 12208 CONTRACT INFORMATION: Multi-discipline A/E services are required for the Stratton VA Medical Center (VA), Albany, New York. An A/E Indefinite Delivery contract will be negotiated and both will be awarded with a base year period 10/01/06 to 9/30/07 and four one year option periods. This announcement is open to qualified EMERGING SMALL BUSINESS. The NAICS Code for this acquisition is 541310 - Architectural Services. The applicable MUST BE A Emerging Small Business in accordance with 52.219-19 Small Business Competitiveness Demonstration Program. FAR 52.219-20 Notice of Emerging Small Business Set-Aside, FAR 52.219-21, Small Business Size Representation for Targeted Industry Categories under the Small Business Competitiveness Demonstration Program. The maximum cumulative the A/E contract fee under this contract shall not exceed $450,000. The maximum A/E fee for each delivery order shall not exceed $75,000. Work will be defined and implemented by negotiated firm fixed-price task orders. The VA obligates a minimum of $5,000 in services during the term of this Contract, including any renewal option periods. Contract award is anticipated in September 30, 2006. SCOPE OF SERVICE: Provide A/E services as required by the VA to include, but not limited to: investigations, studies and assessments leading to project plans, specifications and design analysis; cost estimates including economic justification for selected systems; preparation of projects for solicitation of repair/renovation or new constructi on projects; and construction surveillance. Typical work may include survey and evaluation of functional/code deficiencies in medical facilities, and repair, renovation, and/or minor construction additions to existing medical facility spaces. Services may include facility and infrastructure long and short term planning. Project submissions will be required at conceptual, 50%, 95% (pre-final), and 100% phases. On small or one-dimensional projects, one or more of these submission phases may be waived. The work will require healthcare architectural, structural, interior design, mechanical, medical gas, electrical, communication, fire protection, life safety, and other evaluation/design skills; and upgrading of facilities, systems and spaces to meet current life safety code (LSC??) and VA standards. Work will also include construction phase services including material submittal review, completion of permits and certificates, arrangement for sampling or certifications, supervision, and inspection. Project designs and studies will incorporate computer-aided drafting (Auto CADD LT2006) and Microsoft Office formats. SELECTION CRITERIA: The VA will utilize the following selection criteria in descending order of importance: (1) specialized experience of the firm (prime and consultants) in the design of repair, renovation, alteration, or upgrade projects, new construction projects, and engineering studies of medical and similar facilities; (2) professional qualifications and designations of the firm's staff/consultants to be assigned to the projects; (3 on site response time for A/E is defined as 1.5 hours from office location to VA Medical Center 113 Holland Ave Albany, NY 12208 (4) capacity of the firm to accomplish work on an as-needed basis and within minimum design periods (size of firm, workload, cost control, quality of work, compliance with schedule); (5) knowledge of the VA complex and the variety of associated projects; and (6) demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. SUBMISSION REQUIREMENTS: All responding firms, including consultants to the primary firm, are required to submit a completed Standard Form 330, dated within one year of the date of this announcement. Submit required documents no later than September 22,2006@1600, Eastern Standard Time. Responding firms, either multi-disciplined or collaborating with consultants, must demonstrate capability in healthcare architecture, interior design, surveying, civil, structural, mechanical, electrical, communications, environmental, fire protection, cost estimating, specification writing, and construction surveillance skills as described herein.
