- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number F1B3F36209A1 is hereby issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12 4 Aug 06. This acquisition is 100% set aside for small business concerns and is under North American Industry Classification Standards (NAICS) code 423850, with 100 or less employees. Statement of Work: (A) Scope The vendor will provide the following, a portable wild land firefighting skid unit with a 300 gallon water tank capacity and high performance water pump. The skid unit will be delivered to the Altus AFB Fire Department. The bid shall consist include FOB to Altus AFB. Oklahoma. This unit will be built to the specifications listed and designed for years of use under all conditions. (B) Introduction The following specification is for a portable wild land firefighting skid unit. This unit will be constructed so as to be on and off loaded from AAFB Fire departments logistic and support Ford F-550 flat bed vehicles. The units will be designed for the purpose of fire attack and suppression tactics for wildland fire fighting. The units shall also be designed to transfer water to other firefighting units. The units intended purpose is for use on private, city, state, and federal land and road systems. The unit will be affixed to the flat bed Ford F-550 year 2005 rear dual axle truck. The Skid unit will be constructed of all new, free from any defects, best quality materials, and tested prior to shipping and meet the wild land firefighting NFPA specifications and guidelines as outlined in NFPA 1906 Standard for Wild Land Firefighting Apparatus, 2001 Edition. (C) Table of Contents 1. Skid Unit design, materials, construction, dimensions, and specifications 2. Water tank specifications 3. Water pump specifications 4. Booster reel/hand line specifications 5. Valves/piping/tubing/and fastener specifications 6. Electrical wiring and lighting specifications 7. Hose storage 8. Warranties 1) Custom Aluminum Skid Unit shall be constructed and manufactured from 2? x 6? 6061 aluminum tubing, with the necessary cross members. The Skid system shall also include bright aluminum tread plate under the pump and piping area of the unit. The pump- piping shall be accessible from the rear of the truck without having to climb up on the truck to access any control or valve. Total platform dimensions shall be 90? wide x 104? long. The Skid unit shall provide 4? of true storage under the entire unit and incorporate a sliding/ detachable drawer (wide and length of storage space) of less than 400 lbs. weight. Rear bright aluminum tread plate flip up door with latch will be installed for the storage unit. All fasteners used in construction of this unit shall be stainless steel or aluminum. Mounting hardware and fastening system (used to mount to truck bed shall be ?? grade 8 steel bolts with never seize, flat washers, lock washers, and heavy duty brackets) will be installed for truck. The entire unit shall have the capability to be lifted off the vehicle via a lifting system incorporated into the unit. Unit shall include nomenclature tags on all valves, fill tower, and tank areas. Operating manuals must be provided from skid unit manufacturer for all components and be complete and accurate. 2) Water tank specifications are as follows: A 300 gal. tank system will be fabricated with ?? thick Copolymer Plastic, 90? X 104? with tank and skid system measuring 27?, and the top of the hose reel from tank and skid unit will be 47? high with black matte finish. The tank shall be fully baffled and IAW (in accordance with) NFPA guidelines. a) 1? tank fill recirculation with internal diffuser b) 2? tank suction to sump c) Liquid level sight gauge- translucent d) 8? x 8? x 7? fill tower with screen- lid and 2 ?? overflow-vent e) External lugs to accommodate mounting to custom aluminum skid system f) Copolymer plastic to withstand hot and cold temperature extremes, -30 degrees F to 250 F operating & max 550 degrees F g) High impact resistant and UV stabilized/ resistant h) Reinforce 1? thick plastic bars welded to tank top for mounting of hose reels. i) 12 gallon foam cell and class A foam system. j) Tank shall have plastic triangular steel pieces on each side of fire pump platform area. 3) The water pump shall be a Waterous PB18-G2015B, high performance fire pump (20gpm @ 320 psi and 90gpm @ 100 psi), with an 18 hp, Briggs & Stratton Vangaurd OHV gas engine. A 6 gallon quick disconnect fuel tank, deluxe control panel, 8 amp alternator-battery recharge system, and exhaust primer will be included into this system. There will also be a quick easy oil change system incorporated. 4) The (1) Hannay booster reel and hand line system will include 100? of 1? 800 psi red booster hose. Hose reel shall be mounted on top of the tank and skid system. The reel will be electric rewind with FH3 fire type service chrome rollers. The booster reel will have water tight wiring system and (1) push button within easy reach of the vehicle and (1) located on the pump/unit control panel. The booster reel will also be equipped with manual rewind capabilities. Hose reels shall be painted red. 5) Precision Stainless Steel Full Flow Piping system shall be precision pulse TIG welded. Piping shall be scheduled 40 304 stainless steel (galvanized or steel piping not acceptable due to corrosion and rusting). The Skid Unit shall include the following valves/piping configuration: 1. (1) 2? quarter turn tank-to-pump valve 2. (1) 1? quarter turn hose reel valve 3. (1) 1 ?? quarter turn rear discharge valve/ NST male/ cap/ vinyl coated ss cable 4. (1) ?? quarter turn manifold/ pump drain valve 5. 2? tank-to-pump stainless steel piping and also 2 ?? aux. suction/ intake-with valve, anodized plug/ vinyl coated ss cable 6. (1) 1? quarter turn fill-recirculation valve 7. Stainless steel discharge piping system to 4? stainless steel discharge manifold 8. HP flex hoses for hose reel and fill/ recirculation systems 9. All piping shall be painted F-1 Ford Red utilizing the DuPont Imron paint system 10. Rear discharge to be NST male with cap/ gasket/ and holding devices. Custom pipe support with non metallic cushion system 11. All piping shall be 304 stainless steel and be precision butt welded for full flow, and hydro tested to 1500 psi prior to painting and final installation onto skid unit. 12. All valves 1? and larger shall be Hale SS Torent type fire service valves. 6) All electrical wiring for the skid unit must be water tight (solenoids and circuit breakers in watertight box and Heyco water tight tubing utilized) and meet all electrical, NFPA, and Ford motor company manufacture codes (wiring must be able to be integrated and fast hook-up to the Ford F-550 truck). The wiring must be color coded for ease and fast hook-up times. There will be two rear mounted 55 watt quartz rear working lights and two high intensity discharge 150 watt 12 volt FRC top mount rotatable front mounted scene lights. The bulbs will draw only 12.5 amps and generate 11,250 lumens. The bulb shall be accessible through the front. The lamp head shall incorporate a vacuum deposit polished reflector and two optimizing mirrors to produce a uniform beam that lights up an area of 100 degrees vertically by 150 degrees horizontally. The lamp head shall have a heat dissipating curved front lens with a radius of 5.16? to optimize light emission. The lamp head shall be no more than 5 ?? deep by 51/8? high and 83/4? wide. All necessary electrical connections and circuit breakers for these scene lights will be provided. A Kausmaul 12v battery conditioner for tow vehicle shall be plugged into a 120v receptacle shall be needed for truck apparatus to be plugged into will parked. All lights must be able to utilize the Ford F-550?s electrical wiring system and power. 7) A hose bed will be established to hold at least 150? of 3? soft suction collapsible hose with turtle tiles. 8) Manufacture warranties must be provided and to the best of the manufactures abilities. The warranties are valid from the in-service start date. Construction of skid unit must be completed and delivered within the half year of order (180 days). All quotes must include manufacturing, crating, insurance, and shipping to AAFB Fire department. (End SOW). All work shall be performed IAW SOW.
