- COMBINED SYNOPSIS/SOLICITATION PURCHASE OF RIP-RAP ROCK (i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number F2W2C56233A100. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. (iv) This solicitation is 100% set-aside for small business. The North American Industry Classification System (NAICS) code is 423320 with a size standard of 100 employees. (v) The purpose of this combined synopsis and solicitation is for the purchase 325 cubic yards of rip-rack rock delivered to a specified work site located approximately 16 miles west of Winifred, MT (Section 3, T20N, R17E). The Contractor shall comply with the provisions of this paragraph (a) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor?s directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. (b) (1) Notwithstanding the requirements of any other clause in this contract, the Contractor is not required to flow down any FAR clause, other than those in paragraphs (i) through (vii) of this paragraph in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause. STATEMENT OF WORK DATE: 21 AUG 2006 GENERAL: The Contractor shall perform all services necessary to accomplish the purchase and delivery of 325 cubic yards of minimum 2.5 specific gravity hardness rock rip-rap for streambed stabilization and erosion protection to a location 16 miles west of Winifred, Montana. The land description of the location is: Section 03, Township 20 North, Range 17 East, in Fergus County, Montana. The delivery of the rip-rap rock will be accomplished in accordance with the specifications, associated drawings, and the additional requirements of this Statement of Work as discussed in the following paragraphs. REQUIREMENTS: The Contractor will provide all labor, material, equipment, and incidentals necessary to purchase and deliver 325 cubic yards of rip-rap rock to the location specified. TECHNICAL PROVISIONS DIVISION ONE GENERAL 1.01 SUMMARY OF WORK: Work includes, but is not limited to, furnishing all labor, materials, and equipment to perform the purchase and delivery of the rock to the area specified. 1.02 SITE LOCATION: The work site is located approximately 16 miles west of Winifred, Montana ( Section 3, T20N, R17E,). 1.04 SITE ACCESS: The Contractor will coordinate all visits and site access with the Cable Affairs Office. The point of contact is Mr. Samuel H. Speerstra, Jr. or Mr. Ron Corkin, telephone (406) 731-2459. 1.05 SITE INSPECTIONS: Prior to submitting a bid, the Contractor may visit the job site and become familiar with existing conditions and work scope. Visits will be coordinated with the Cable Affairs Office (See 1.04). 1.06 COORDINATION OF WORK: The Cable Affairs Office will be contacted at least 48 hours prior to of visits to the site or commencement of work. TECHNICAL PROVISIONS DIVISION TWO EARTHWORK 2.01 EXISTING CONFIGURATION: The bottom of a large unnamed ravine is eroding and the earth and rock cover over the Hardened Intersite Cable System has become shallow. The addition of a layer of rock rip-rap will help stabilize and shield the cable system earthen cover from continued rapid erosion and protect the buried cable system from eventual exposure and possible damage. 2.02 RIP-RAP ROCK: Rock rip-rap material shall be hard, 2.5 specific gravity or harder, durable stone, rocks, or boulders that will not disintegrate due to hydraulic action of the river. The larger pieces of rip-rap shall be a minimum 12 inches nominal in angular dimension with approximately 50 percent of the pieces 08 to 10 inches and 35 percent shall be 10 to 14 inches minimum in angular dimension. Smaller rip-rap shall be the remaining 15 percent and will be 08 inches or smaller. The rip-rap will be delivered and stockpiled near the USAF work site west of Winifred, Montana. 2.03 PROTECTION OF STREAM BEDS: N/A this project. 2.04 CLEANUP: The Contractor shall ensure the stockpile area is kept clean and as near original condition as possible except as directed otherwise in these specifications. The Cable Affairs Office representative shall approve all final cleanup if required before the contractor leaves the job site. SUBMITTALS: NONE REQUIRED. AS-BUILT DRAWINGS: NONE REQUIRED.
