- COMBINED SYNOPSIS/SOLICITATION IS AMMENDED TO REMOVE ANY MENTION OF BRAND NAME EQUIPMENT IN LINE ITEM 0001, AND ANY REFERENCE THERAFTER. THIS AMMENDMENT WILL NOT AFFECT RESPONSE DATE, OR ANY OTHER TIMELINE REQUIREMENT. INTERESTED PARTIES SHOULD CALL OR EMAIL TO REQUEST A COMPLETE ELECTRONIC COPY OF THIS SOLICITATION, STATEMENT of WORK, and BID SCHEDULE. This is a combined synopsis/solicitation for commercial items supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Please contact us concerning a site visit scheduled for 30 August, 2006 at 0900 Hrs. The Government intends to evaluate offers and award a contract without discussions with offerors. This acquisition is 100 % small business set-aside. The North American Industry Classification System code is 561621 at a $11.5 million size standard. Upon request a complete electronic copy of this solicitation, statement of work, and bid schedule will be provided via e-mail. ITEM 0001: Repair Fire Alarms Basewide; Fire Alarm Reporting System, components, radio transmitters, and monitoring equipment. ITEM 0002: Maintenance and Repair Whole System; This item is considered scheduled full preventive maintenance, inspection and repair to the base fire alarm reporting and detection systems in its entirety, to include building fire alarm panels and local building detection devices. Contractor shall furnish all labor, parts, supplies, equipment, transportation, supervision and all other items and services necessary to provide testing and certification of the multi-net wireless to internet receivers. This CLIN will become CLIN X001 in Option Periods 1 thru 4. ITEM 0002AA:Testing and Inspection of Whole System Base Fire Alarm System IAW SOW Para 3.6 and 3.6.1. ITEM 0002AB: Non-Warranty Maintenance & Repair IAW SOW Para 3.6.2 ITEM 0002AC: Emergency Services IAW SOW Para 3.6.3. SCOPE. The work covered by this statement of work consists of furnishing all labor, equipment, parts, supplies, supervision, transportation, materials and all other items and services necessary to install and maintain a fully functional and operational Base Wide Wireless Fire Alarm Reporting System for Bolling Air Force Base Washington, DC. All work and material shall be in accordance with Occupational Safety & Health Administration (OSHA) standards, National Electric Code (NEC), National Fire Protection Association (NFPA), Uniform Facility Criteria (UFC) and Manufacturer?s requirements within the latest additions and standards. 2. DESCRIPTION OF REQUIREMENTS: This requirement consists of 4 Contract Line Items (CLINS). Due to the nature and urgency of this requirement, CLIN 0001 shall be completed in its entirety within 60 days of contract award; CLINS 0002 through 0004 shall become the Base Fire Alarm System Maintenance and Repair Service Contract. Each Option Period shall consist of approximately 12 months. CLIN 0001 - PROVIDE AND INSTALL 4 head-end multi-net wireless to internet systems. Contractor shall provide and install 4 each head-end multi-net wireless-to-internet systems for fire alarm reporting/communications with external antennas, Uninterrupted Power Supply (UPS) with battery back-up. There are two locations of installation, bldg 5 and bldg 200; each location shall have one fully operational Primary unit and one fully operational back-up unit installed, tested, inspected and certified. As part of this CLIN, there are approximately 80 locations that these units will successfully communicate with, listed at appendix A. CLIN 0001 will be considered complete and acceptable upon successful testing, inspection and certification. Upon completion and acceptance by the government, the Base Fire Alarm System will be deemed a "whole system". CLIN 0002 - Maintenance and Repair "Whole System" Base Fire Alarm System. This item is considered scheduled full preventive maintenance, inspection and repair to the base fire alarm reporting and detection systems in its entirety, to include building fire alarm panels and local building detection devices. Contractor shall furnish all labor, parts, supplies, equipment, transportation, supervision and all other items and services necessary to provide testing and certification of the multi-net wireless to internet receivers. This CLIN will become CLIN X001 in Option Periods 1 thru 4. This CLIN will consist of 3 subCLINS as follows: 0002AA Testing and Inspection 0002AB Non Warranty Maintenance and Repair 0002AC Emergency Service CLIN 0003 - Reimbursable Parts - Not to Exceed Amount Determined by the Government: The government will reimburse the contractor for those parts used in repairing/replacing the equipment under this contract. The contractor shall acquire the parts and materials required for the performance of this contractor and purchase them at the lowest price obtainable, all discounts and rebates shall be credited to the Government. Fees and profit will not be authorized on parts or materials. Additional cost/mark-up on materials or work performed by sub-contractors shall not be authorized. For reimbursement/invoicing, a copy of the supplier's original invoice shall be attached to the request for reimbursement/monthly invoice. All replacement parts obtained by the contractor will be invoiced at contractor?s cost, copies of invoices shall be provided upon submission of monthly invoice to the government for payment. CLIN 0004 - Additional Support: Each requirement shall be negotiated and funded by separate modification. Upon request and prior to any repair of equipment, the contractor shall submit a proposal of work required/recommended with a cost estimate and length of time required to complete, to the contracting officer for evaluation and/or acceptance. Each cost proposal, once accepted, will be added to the contract and funded via separate modification. The contractor shall perform corrective maintenance/repair to return an existing system or component that may not be covered in this SOW to full operating condition only when deemed necessary by a delegated Government representative. Work shall comply with manufacturer?s specifications, NEC, NFPA, OSHA and Base requirements and standards. Acceptance of the cost proposal is binding and modification to add funding may be accomplished unilaterally by the government. Contractor may start work ONLY upon receipt of verbal or written notice to proceed from designated Government representative, usually Contracting Officer or Quality Assurance Personnel. 3. DESCRIPTION OF REQUIREMENTS: The following work description shall not limit the contractors? responsibility or obligation to conform to all state and local laws and manufacturer?s recommendations. 3.1. Basic Services. The contractor shall provide all labor, equipment, parts, supplies, transportation, materials, and all other services necessary to provide and install four Head end-Multi-net wireless-to-internet systems for Fire Alarm reporting/communication with external antennas, battery back up and UPS. One primary and one spare Central Receiving Station shall be installed in building 200 at the Navy Yard Washington DC and one primary and one spare at building 5 on Bolling AFB. Building 200 is the main communication point with Building 5 as the back up communication point. 3.2. Provide, install and integrate individual building Radio Frequency (RF) Subscriber Units/Wireless Alarm Monitoring devices with appropriate antennas to existing building Fire Alarm panels that will report trouble and alarm condition of the existing conventional fire alarm panels in approximately 80 buildings listed in appendix A. The system shall be compatible with all existing fire alarm panels and shall utilize full point to point data communication by base wide reporting systems and shall also be integrated with the existing Intergraph dispatch system. Not all panels are point to point but they shall all have the capability to be upgraded. 3.3. The contractor shall provide all cable; conduit, back boxes, system programming and labor necessary to integrate the new basewide fire communication system with the existing Intergraph dispatch system. Contractor will supply complete and detailed cut sheets, O&M manuals and CAD drawings. The new basewide wireless fire communication system shall be fully operational after installation and shall meet all NFPA and Base requirements. Notification shall be coordinated with Base Fire Department and the Quality Assurance Personnel (QAP) at least 72 hours prior to work. 3.4. Perform start-up and operational test upon completion of work, to ensure system is working properly and communicates the correct information from each building to the Fire Department, building 5 and building 200 through Intergraph display system, i.e. trouble and alarm condition, building number and name etc. 3.5. Pre performance conference is required with Civil Engineering personnel present prior to the start of this contract; performance schedule shall be presented at this meeting. Pre-performance meeting shall take place within 3 working days of contract award. 3.6. INSPECTIONS. CLIN X002AA - All existing systems shall be inspected IAW applicable NFPA Standards and manufacturer?s instructions. The contractor shall correct, within 48 hours, any discrepancies or impairment to a system discovered during a scheduled inspection. 3.6.1. TESTING. CLIN X002AB - Functional operation tests shall be performed on installed fire alarm systems IAW applicable NFPA Standards and manufacturer?s instructions. The contractor shall perform test annually, but not later than 30 September. If the system is connected to the installation fire department, the contractor along the QAP shall notify the fire department that a system test is to be conducted and an emergency response is not required. All personnel at the end user?s facility shall be notified that a test is to be conducted and instructed as to the sequence of operation. Installed fire panels located in areas that are inaccessible for security or safety reasons, shall be tested during scheduled operation shutdown at intervals approved by the QAP. 3.6.2. NON-WARRANTY/PREVENTIVE MAINTENANCE AND REPAIR: CLIN X002AB. The contractor shall perform NON-WARRANTY/preventive maintenance and repair on installed fire alarm systems, IAW NFPA Standards and manufacture?s instructions, to return a system or component to full operating condition. The contractor shall notify the QAP before proceeding with any corrective maintenance on installed fire alarms systems. The contractor shall repair and return to full service all installed fire alarm systems after failure or as indicated by an inspection, functional test, or maintenance work. The contractor shall notify the QAP in writing that corrective maintenance has been completed and shall provide a list of all work accomplished. 3.6.3. EMERGENCY SERVICES: CLIN X002AC. The contractor shall provide emergency service at any time and shall respond within two hours of notification. The contractor shall furnish telephone numbers for emergency calls. Calls received by answering service or machine shall be considered as notification. For the purpose of specification, an emergency is any condition that requires immediate action to eliminate life or serious injury hazards to personnel, to prevent loss or damage to government property or to restore essential services. 3.7. REIMBURSABLE PARTS/MATERIALS: CLIN X003. All parts and materials shall be new, as manufactured or recommended by the manufacturer. All parts shall be UL approved/listed. Only new standard parts shall be used in effecting installation. The contractor shall supply at their expense, (no cost to government) all materials, test equipment and supplies of the craft, trade, profession, or regular line of business of work as it relates to this Statement of Work, (i.e. lubricants, rags, cleaning items, solvents, tools, test equipment and software upgrade equipment etc.). All replacement parts obtained by the contractor will be invoiced at contractor?s cost. Additional cost/mark-up on materials or work performed by sub-contractors will not be accepted. The government shall not pay any taxes. All documents shall be available for the QAP review and the Contracting Officer?s review and audit 3.8. ADDITIONAL SUPPORT: CLIN X004. Each requirement shall be negotiated and funded by separate modification. The contractor shall perform corrective maintenance/repair to return an existing system or component that may not be covered in this SOW to full operating condition only when deemed necessary by a delegated Government representative. Work shall comply with manufacturer?s specifications, NEC, NFPA, OSHA and Base requirements and standards. Upon request and prior to any repair of equipment, the contractor shall submit a proposal of work required/recommended with a cost estimate and length of time required to complete, to the contracting officer for evaluation and/or acceptance. Each cost proposal, once accepted, will be added to the contract and funded via separate modification. Acceptance of the cost proposal is binding and modification to add funding may be accomplished unilaterally by the government. Contractor may start work upon receipt of verbal or written notice to proceed from designated Government representative, usually Contracting Officer or Quality Assurance Personnel. 3.9. WARRANTY: Warranties offered under this contract shall be the standard warranties offered to the general public. 3.10. PERFORMANCE PERIOD - CLIN 0001: Due to the nature and urgency of this requirement, CLIN 0001 shall be completed in its entirety within 60 days of contract award. The contractor shall be required to contact the government within one business day after contract award to schedule the pre-performance meeting. (Reference para 3.5). Contractor shall keep Government QA Personnel informed of status on daily basis until CLIN 0001 is completed. Any delay revision of the performance schedule shall be coordinated with Civil Engineering and approved by the Contracting Officer only after concurrence by the Base Civil Engineer. 3.11. PERFORMANCE PERIOD - CLIN 0002-0004 shall become the Base Fire Alarm System Maintenance and Repair Service Contract. Each Option Period shall consist of approximately 12 months. This CLIN will become CLIN X001 in Option Periods 1 thru 4. 4. SERVICE DELIVERY SUMMARY: Performance Objective Performance Threshold Basic Services to install base wide fire alarm reporting/communication system. The contractor shall ensure Equipment operates properly; System functions efficiently & properly; (Paragraphs 1. Thru.3.10) All equipment shall be installed, tested, and calibrated and maintained per contract requirements 100% of the time. 5. GOVERNMENT FURNISHED ITEMS AND SERVICES: At the Government furnished facilities and when available, utilities will be provided without charge to the contractor in connection with performance of this contract. These utilities include electricity, water, sanitary and access to telephone services. 6. GENERAL INFORMATION. 6.1. Quality Assurance. The government shall evaluate the contractor?s performance under this contract using the periodic surveillance method to ensure compliance of all specifications and objectives stated in the Statement of Work and Industry Standards. 6.2. CONTRACTOR REQUIREMENTS. The contractor shall be regularly engaged in installing, repairing, testing, & calibrating equipment indicated in this contract. Contractor shall employ Technicians who are certified by the equipment manufacturer (holding a valid Fire Alarm System Level III Certification from the National Institute for Certification in Engineering Technologies) and provide him/her on site to perform or directly supervise the installation at NDW Fire Department Facility 5 (BAFB) and NDW Fire Department Central Station Facility 200 (Navy Yard) sites. The supervisor shall maintain direct control and close surveillance of all contract personnel who are performing repair, installation, testing and/or calibration of all equipment identified in this contract. Supporting documentation of each employee classification/certification used on this contract shall be furnished upon request. 6.3. HOURS OF OPERATION: Contractor shall perform the majority of the services required under this contract during normal duty hours. Normal hours of operation are: 0700-1630 Monday through Friday. Contractor is alerted to the possibility of delays while traveling to and entering/exiting the Base as a result of construction on the main gate and Interstate 295; plan accordingly. Delays as a result of traffic will not be sufficient grounds for extension of period of performance. 6.4. SECURITY REQUIREMENTS. 6.4.1. The contractor and its employees shall conform to all base regulations and directive pertaining to security safety, traffic, fire, and personnel clearances in so far as they pertain to the contractor?s activities on Bolling Air Force Base. 6.4.2. The contractor shall be responsible for safeguarding all government property provided for contractor?s use. At the end of each work period all government facilities, equipment, and materials, shall be secured. The contractor shall comply with all Occupational Safety and Health Standards (OSHA). 6.5. PERFORMANCE OF SERVICE DURING CRISIS DECLARED BY THE NATIONAL COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER. All services to be performed under this contract have been determined to be essential for performance during crisis according to Department of Defense Instructions (DODI) 3020.37 and Air Force Implementation thereof. 6.6. CONTRACTOR FURNISHED ITEMS & SERVICES. Except for those items and services specifically stated as government furnished, the contractor shall furnished everything needed to perform this contract , including all cut-sheets (schematics), shop drawings, O&M manuals, etc. 6.7. Appendix A: REMOVED FOR PUBLICATION IN FED-BIZ-OPPS. AVAILABLE AT SITE VISIT, 0900 Hrs 30 AUGUST 2006. Existing FACP system include but not limited to the following: Pyrotronics; Simplex; Switch and Audio; Siemens; Notifier; King Fisher; Gamewell; FireLite; Fire Control Instrumentation. Etc.
