Description
SOURCES SOUGHT - This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. Aberdeen Proving Ground, MD is soliciting information from potential sources and seeking qualified Small Busi ness Administration(SBA) 8(a) Program sources on behalf of the Aberdeen Proving Ground Business Development Office. A draft Performance Work Statement (PWS) for support to the Aberdeen Proving Ground Business Development Office is attached. The North American Industry Classification System (NAICS) Code is 541611 and the small business size standard is $6.5 Million. Respondents are requested to submit a Capability Statement that clearly addresses corporate capabilities. The Capability Statement shall no t exceed eight pages in length. The Capability Statement shall include a narrative summary of recent and relevant experience within the past three years as it relates to all aspects of the Performance Work Statement. Narrative summary of recent and r elevant experience shall identify contract number, customer, contract value, type of contract, period of performance, prime or subcontractor, brief description of services relevant to the PWS, and Contracting Officer's Representative (COR) name, email, a nd telephone. The Capability Statement shall include corporate information, specifying the company name and address, corporate contact points, CAGE code and a copy of current Central Contractor Registration (CCR) data. The Capability Statement shall includ e any pending changes in SBA 8(a) program status. The Capability Statements will be evaluated. Respondents will not be notified of the results. No reimbursement will be made for any cost associated with providing information in response to this solicitation. All responses must be su bmitted by email to the point of contact identified below. TASK BACKGROUND: Since 1917, the Aberdeen Proving Ground (APG) has engaged in research and development, testing and evaluation in support of the nations defense while providing direct operational support to installations and deployed forces. In rece nt years, the circumstances both nationally and internationally have changed. Much of the technology that is necessary for the national defense is being developed by industry for the commercial marketplace. At the same time, many of the technologies and f acilities developed by APG activities have commercial value outside the defense industrial sector. Therefore, APG seeks to establish partnerships and other business agreements to gain access to the other emerging technologies it needs and to share the resu lts of APGs technology development efforts with the commercial sector. The exchange of technologies and related business activities should stimulate economic growth on both a local and possibly a national level while enhancing APGs ability to support na tional defense. The APG Science and Technology Board shares a common Vision to serve as the focal point and gateway to APG for the entire surrounding region, enabling access to its technology resources, technical leadership, and applied technology base, he lping to foster and develop the APG and the surrounding region into a military, industrial, academic, a nd technology complex. 2. TASK OBJECTIVES: The primary objectives of the APG BDO are to: 2.1 Attract industry and other potential customers/partners to APG and satellite organizations such as DTC Test Centers and other APG tenant activities. 2.2 Act as the Single Point of Contact (SPOC) to APG for the business community. 2.3 Provide the mechanism for the integrated pursuit of business opportunities by Tenant activities. 2.4 Maintain a database of core APG capabilities, competencies, and facilities. 2.5 Support official APG public affairs and public relations activities in an advisory role. 3. SCOPE OF WORK: Contractor shall provide technical expertise needed to staff a fully functional APG Business Development Office (BDO). Services shall be performed on-site at Aberdeen Proving Ground, MD. The government will furnish office space, utiliti es, telephones and telephone service, existing computers and fax machines. Should contractor wish to upgrade computers and fax machines, it shall be at Contractor's expense. A copier machine is not provided. Should the contractor wish to have a copier m achine, it shall be at Contractor's expense. The accomplishment of this task requires completion of the following subtasks: 3.1 Serve as the Single Point of Contact (SPOC) for the BDO under the direct supervision of the Director for Business Development. Staff the BDO desk for phone calls/walk-ins. The contractor staff will respect the chain of command for all actions. If the contractor has an issue or complaint, the contractor will address those issues or complaints to the COR only. Contractual issues not resolved by the COR shall be elevated to the Contracting Officer. 3.2 Facilitate ease of doing business by providing and maintaining a BDO website, maintaining a database of APG capabilities and capacities on the web page in a format that is readily available and accessible, and maintaining up to date information on g overnment technology transfer practices and regulations. 3.3 Create and distribute marketing support materials to create awareness of the BDO. Coordinate enhancements to the BDOs World Wide Web page. Promote APG capabilities and capacity via use of web page linkages, trade publications, symposia and c onference attendance. The Contracting Officers Representative (COR) or Contracting Officers Technical Representative (COTR) will approve all materials prior to release/use. 3.4 Review and assess existing business relationships for additional business development opportunities and seek out and develop new relationships for business opportunities. 3.5 Promote APG Events, Showcases, Symposia, and other events. Promotion shall take the form of developing original advertising ensuring placement of advertising in trade journals, Web sites, professional publications, news media, etc. and respond ing to questions from the public concerning said events. Development and continued refinement and updates to the BDO exhibit shall be commensurate with the showcase, symposia, etc. supported. 3.6 Support APG patent work by encouraging and providing technical guidance to potential patent holders on how to patent, and license, their products/inventions. Contractor shall insure that patents and licenses are marketed to the maximum extent p ossible at APG events. 3.7 Shall assist, when requested, APG tenant activities in BRAC related issues. This may include visits to BRAC impacted sites in an advisory/assistance role to the Garrison, Aberdeen Proving Ground (GAPG) to help transition those sites to APG. 3.8 Shall generate revenue for all APG tenant activities at a minimum equal to the amount contributed yearly by all APG tenant activities. Revenue is defined as a return value or value added benefit to the government and is not strictly limited to actual dollar income. Revenue may also inclu de the value of incoming technology, grant resources, and other areas in which the government receives a tangible return value. The determination of the type and amount of revenue acceptable shall be made by the COR and COTR in conjunction with the APG te nant activity providing the funding. Any disputes will be settled by the Contracting Officer.
