Description
The U.S. Army RDECOM-Natick Contracting Division, Kansas Street, Natick, MA on behalf of the United States Army Soldier Systems Center, Natick, MA in support of the Special Operations Command has a requirement for non-developmental Special Operations Eyewear Protection (SOEP) Goggle Kits, to meet the needs of Special Operational Forces (SOF) utilizing Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items. The SOEP goggle kits must provide a lens suite that allows the operator to function in no-light to daylight conditions and in a laser environment while still providing ballistic and UV protection, and be prescription compatible. The goggle kits will (at minimum): provide required ballistic fragmentation protection for the eye in every configuration, protect from 99% ultraviolet (UV) A and B light, and provide protection against laser wavelengths in the 820-850 nm range for our SOF operators for use in daylight and no-light conditions, and objectively protect from 100% UV C, harmf ul blue light, and laser radiation at 1064 nm and 694 nm wavelengths. Goggle kits shall: accommodate prescription users while still providing ballistic protection, be compatible with Special Operational Forces equipment: helmets (MICH and ACH), visual au gmentation systems, night vision devices, communications, and weapon systems, provide for good field of view, protection from sand and wind, and allow full environmental awareness, minimize fogging to the greatest extent possible, float and shed water for maritime use, and be lightweight without sacrificing the other required capabilities. Offerors will be required to submit supporting test data for ballistic, optic, and laser requirements. Subject to market research, this will be a 100% small business se t-aside. The NAICS code for these items is 339115 and the Standard Industrial Classification (SIC) is 3851. This is not a request for proposals (RFP). The Government intends to make multiple awards on a Firm-Fixed Price (FFP) Indefinite Delivery/Indefinit e Quantity (IDIQ) contract as a result of the Request for Proposals (RFP), but reserves the right to make one or no awards. The Government anticipates a five year ordering period. The anticipated total minimum requirement is 100 kits with a maximum total requirement of 70,000 kits. The Government anticipates releasing the RFP around the first week o f October.
