- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The SIC is 7011. The NAICS code is 721110. This solicitation serves as the Request for Quotation (RFQ) for lodging/conference services in the Destin FL area. Requirement is as follows: Co nference room/meeting area to hold approximately 115 attendees during the period of 16 October through 20 October, beginning at 0700 hours and ending on 20 October at 1500 hours. The requirement is for a four-night stay on the 16th, 17th, 18th and 19th of October 2006, with a checkout on the morning of 20 October 2006, at 1100 hours. The hotel/resort shall: a) provide a Primary Meeting Room that will accommodate 100 attendees with tables arranged in a U-shape with a side table for approximately three indi viduals; b) furnish all the necessary services with respect to materials, facilities, and equipment (excluding Personal Computers - PCs), not otherwise provided by the US Government; c) provide the following audio-visual equipment: two large screens for general session room and two proxima projectors for display of PowerPoint presentation; one podium microphone and two wireless microphones; conference center sound system; extended hours for the use of on-site equipment: fax, color printer, color copier, a nd computer. Computer must have USB port for jump-drive access. High speed internet access must be available in general session area, office area and sleeping rooms. d) provide seven guest-room beginning 15 October and 115 guest-rooms from 16 October 20 06 through 20 October 2006. These rooms shall be reserved in accordance with a room listing which will be provided. All rooms will be reserved and paid for by each attendee (individual Government credit card) based on occupancy only; room charges will no t be paid for under this order. Rates will not exceed the lodging portion of the local area Per Diem rate authorized by the Joint Federal Travel Regulation (JTR) Vol 1. The Government reserves the right to conduct a site visit. e) Provide a room to condu ct administrative duties from 16 October at 0700 through 20 October at 1500. Room to include two phone instruments/lines plus internet connectivity and be at a close proximity to the general session room. f) Provide a private room/area for an ice-breaker /reception with heavy hors doeuvres on 16 October from 1830 through 2030 for approximately 115 attendees. g) Provide one private small conference /boardroom on 16 October at 1000 through 19 October at 2000 for approximately 20 attendees. Conference room is to be arranged in a conference configuration. h) Provide light refreshments/breaks for approximately 115 from 17 October through 19 October as follows: PM Break on 17 October; AM/PM break on 18 October and an AM break on 19 October. Each refreshment break shall include a variety of fruit, pastries, cookies, etc in addition to beverages. i) Provide one private area for catered dinner on 18 October for two hours starting at approximately 1900 hours for approximately 115 attendees. Room should be set up in rounds of 8-10. j) Provide one private room/area for buffet lunch on 17 and 18 October for approximately 115 and one private room/area for buffet lunch on 19 October for approximately 30 attendees. k) Point of Contact with respect to planning serv ices, and to assist with unforeseen circumstances that may arise during the conference. l) provide team building support with coach bus transportation to and from the teambuilding site at Eglin Air Force Base on 17 October from 0700 through 1300 for app roximately 100 attendees. Sites must disclose any ongoing construction that may interfere with the noise level, access, and use of utilities (water, power, etc ). Sites must disclose any additional fees, (resort fees, transportation fees, etc.). All costs associated with this requirement must be included in the offer. Award will be based on the best value to the Government which will be determined by evaluating : room rates, room tax rate, room amenities such as: microwave, refrigerators, high-speed internet, coffee pot, hair dryers, TV, on-site laundry facilities, iron/ironing board, linen service, cleaning services; hotel security features and alarm system, rec reation facilities, fitness facilities, distance from airport and the specifications herein. The Government reserves the right to conduct a site visit. The Government reserves the right to shift conference dates and/or cancel completely at no cost to the Government. The Government reserves the right to cancel if conference facility is unsatisfactory at no cost to the Government. The Government reserves the right to award to other than the lowest price if determined to be the best value to the Government. Site must specify preferred payment method. Facility must be registered with FEMA (Federal Emergency Management Agency) Fire Prevention and Control. Provisions at FAR 52.212-1, Instructions to Offers-Commercial and FAR 52.212-4, Contract Terms and Cond itions-Commercial Items apply to this acquisition. Offerors need to include a complete copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with their offer (registered in CCR, DUNS Number, Cage Code, and Tax ID Number). The clause at 52.212-5, Contract Terms and Conditions required to implement Statues of Executive Orders-Commercial Items, applies to this acquisition.
