- The U.S. Fish and Wildlife Service (FWS) intend to negotiate a noncompetitive contract with Mainstream Commercial Divers. This procurement is for a survey of federally listed mussels in lower Ohio River. A determination not to compete this proposed contract has been made Pursuant to 41 U.S. C. 253(c)(1), as implemented by 6.302-1(b)(1)(i), this requirement has been justified and approved in accordance with FAR 6.303 and FAR 6.304. THIS NOTICE IS NEITHER A REQUEST FOR QUOTATION OR A SOLICITATION OF OFFERS. A determination by the Government not to compete this requirement is solely within its discretion. All inquires and concerns must be addressed in writing to the facsimile number stated herein, Attn: Frances Brown. Responses to this notice must be received by September 7, 2006.
