- The following questions and resulting answers are provided with regards to combined synopsis/solicitation Reference Number 0010181342 that was posted 24 August 2006. As a result of these questions/answers the response date is extended to 3:00 PM EST 8 September 2006. Q1. Is the reference document available for review (The reference document for this requirement is 0181342/78732)? A1. No. All of the information required for purposes of submission of a proposal is contained in the combined synopsis/solicitation. Q2. The RFP requests that a spare be provided for the satellite modem ODUs. Is there a desire to purchase spare Xicom BUCs as well? A2. No. Q3. The RFP requests the ODU and rack mount kit to take no more than 6U of space. Is the rack that accepts the ODU and rack mount kit GFE? A3. Yes. Q4. It seems as though the depth available is 20?. Is this the desired maximum dimension for the ODU (standard rack width x 6U x 20?). Please confirm. A4. The depth of the rack is 20". The ODU and any additional cables cannot exceed this depth. Q5. Are there front and rear rails available in the GFE rack? A5. No. Q6. What is the rack power interface (US 110, UK 220, etc)? A6. As stated in the specification, the ODU must be able to accept 110VAC and 24VDC. Q7. Please clarify the characteristics of the DC battery backup. Is the requirement that accommodation for a battery be provided inside the ODU? A7. No, the battery does not have to be internal, but the ODU must have an interface to have an external battery integrated into the overall system. Mounting/Connecting the battery must be already designed into the ODU design. Q8. Please confirm that the battery backup only needs to support the system while in operation and not while performing satellite acquisition. There is a significant difference in power requirement between these two scenarios. A8. Battery backup needs to backup the entire system, while in operation AND while performing satellite acquisition. Q9. The statement "The Embedded Processor will provide the necessary interfaces and processing capability for the required GUI software." leads one to believe that the Embedded Processor will be a central point for all Monitor and Control Functions. Is this the desire? A9. Yes. Q10. Is there a requirement for the M&C capabilities to be accessed through the Ethernet interface, through the one RS-232 port, and/or are all M&C functions to be performed through each individual components serial interface? Please clarify the desired M&C requirements. A10. M&C functions must be able to be accessed through 1 Ethernet interface AND 1 RS232 interface. In addition to this, the ODU must also provide the capability to access each devices RS232 port DIRECTLY for toubleshooting purposes. Q11. Is the user interface to the embedded processor to be via a web interface? A11. Yes. Q12. Is the contractor required to provide a laptop to access these features or is this item GFE? A12. GFE. Q13. Please clarify the reference to a container. Is this the GFE rack unit that is accommodating the ODU? A13. The container is the ODU. Q14. Please provide details regarding the interface panel. Is this GFE? A14. The panel will be manufactured in-house by the Government. Q15. What are the interfaces on the interface panel? Where is this panel mounted? A15. The panel is mounted on the rear of the vehicle. The interfaces should be the same that's on the AVL 1278K interface panel, which will need to be modified to meet the requirements. The bidder will provide the required connector info and drawings to the Government to build. Q16. The TFOCA II connector is provided in 4 channel and 12 channel versions. Which of these two versions are required? A16. 4 channel. Q17. Are we to provide the fiber optic cable and connectors as well? If so, what length of cable is required? A17. No. Q18. We assume the power cable will interconnect the ODU to a GFE power source. Please define the connection type and characteristic of the power source. A18. Standard 20A plug. Q19. Are we to provide a hybrid cable that can interconnect to an AC power source and a DC power source? If so, what connections would be used for these power sources? A19. The DC power cable should be terminated on one end only (the ODU end). Q20. In general, please clarify the cable types, connector types and interface detail. Further, please clarify what the Government is providing and what the contractor must provide. It is not at all clear from the RFP what is required. A20. The contractor is to provided everything listed in the specification. Cable types are listed where essential. Connector types are listed where essential. All other connector/cable/interface types are to be designed by the bidder. Q21. It is stated on page 3 of the solicitation that the timeframe for training will be in accordance with the delivery schedule and that training will be provided in a minimum of one (1) session. However, the delivery schedule specifies an initial shipment of one (1) system and spares 14 weeks ADC and subsequent shipments of two (2) systems and spares each week thereafter. Given these parameters, will training be required on a weekly basis for each set of systems and spares delivered, or will the Government take a more practical and cost effective approach and schedule training at extended (monthly, bi-monthly, etc.) intervals or in one (1) session upon completion of system and spares deliveries? A21. Training will be required when the first sytem is delivered. Note that acceptance testing will take place with each system. Q22. Please specify the frequency and total number of training sessions required. A22. One. Q23. Please verify that training will be administered at the designated ?ship to? address. If not, please specify the location(s) at which training will be conducted. A23. Yes training will take place at the disignated ?ship to? address. Q24. In the solicitation posted at the Government website, many sign and symbols (degrees, inches, quotation marks, hyphens, apostrophes, plus and minus signs, etc.) appear as question marks, which has made the document difficult or, in some cases, impossible to read and understand. In order to be certain that there is no misunderstanding of the prevailing requirements, please forward a version in which the correct signs and symbols appear throughout the text. A24.
