Description
The Government intends to negotiate on a sole source basis and award to Raytheon Technical Services Corporation (RTSC), an Indefinite Delivery Indefinite Quantity contract with a $10M ceiling for acquisition of V-22 training products including the Avionics Functional V-22 Trainer (AFVT), the Trainer Fault Insertion System (TFIS) and the Aircraft Maintenance Event Ground Station (AMEGS). This includes new builds, sustainment and installation of phased upgrades to the AFVT, TFIS and AMEGS. Efforts will include coordination of technical data, avionics systems engineering, software engineering, special investigations, integration, life cycle support, training support, and testing. Engineering, technical, and training support includes providing phased upgrades relevant to IETMS/JASS and VDSS releases for the fielded AFVT and TFIS as well as development of a third TFIS system to support troubleshooting tasks on Aircraft Maintenance Trainer 3. Phased product support of the AFVT and TFIS will deliver, install, and qualify upgrades to the AFVT and TFIS systems that are driven by aircraft block upgrades or technical manual changes which may affect system functionality and operation. The anticipated award date for this contract is December 29, 2006. The period of performance in which orders may be placed on the IQC shall be five years after contract award. This action will be negotiated on a sole source basis under the authority of FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements). Raytheon Technical Services Corporation is the only source that can provide engineering technical support and the required phased upgrades for aircraft trainers (Avionics Functional V-22 Trainer (AFVT) & Trainer Fault Insertion System (TFIS)) that are installed at Marine Corps Air Station (MCAS) New River, NC. Raytheon designed and manufactured both the AFVT and TFIS trainers. Raytheon also designed, developed, and produced the AMEGS, and continues to implement new functionality, including an interface to Naval Aviation Logistics Command Management Information Systems (NALCOMIS). Raytheon is the only source that is developing an AMEGS variant that will interface with Air Force maintenance and parts life tracking databases. Raytheon possesses a unique understanding of V-22 avionics subsystems, Navy maintenance operations and systems, and Air Force maintenance operations and systems. MV-22 and/or CV-22 training devices are located at MCAS New River, NC, Hurlburt Field, FL Kirtland AFB, NM. A solicitation will be issued on or about 1 October 2006. This procurement will result in an IDQ type contract capable of awarding all types of firm-fixed price or cost type contracts.
