- This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to procure on a sole-source basis from Sea Tel Inc., 4030 Nelson Ave, Concord, California 94520, The following item Sea Tel Model 8897 with modifications are as follows: Weight: The pedestal, servo amplifiers, antenna, feed and radome shall not exceed 1100 lbs. This is exclusive of any mounting base. Size: The antenna and pedestal shall be fully contained in within the radome; the radome diameter shall not exceed 110 inches in diameter by 112 inches tall. Power: The pedestal and all supporting electronics shall operate on shipboard, balanced, 115V, 60Hz power at no more than 10 amps. Pedestal Axes: The antenna pedestal shall have at least two axes (elevation over azimuth) Environmental: Wind: The protective radome shall protect the pedestal from wind and rain and shall withstand wind speeds up to 100 mph. Temperature: The pedestal, electronics and radome shall be fully functional with ambient temperatures! in the ?35 to 125 deg. F. range Vibration: MIL-STD-167-1 Shock: The system shall be designed to meet MIL-STD-901D, Grade B shock. Performance: Antenna ? Design performance: G/T ? greater than or equal to 8 dB/K at 2250 MHz and 10 degrees elevation Gain: 30 dBi or greater over a frequency range of 2200 to 2300 MHz. Size: The antenna shall be approximately 2 meters in diameter. Weight : The antenna shall be lightweight, but of a structurally strong design. Side-lobes: No greater than (-17dBp) Axial Alignment: Horizontal and vertical beam patterns shall be aligned within 0.5 degrees of each other. Antenna Feed: Seavey Engineering model ESA-22X/S appears to be a good fit. Mounting: Provide struts suitable to support an S-Band feed with band-pass filters and low noise amplifiers Polarization: The feed shall provide dual-orthogonal polarizations (horizontal and vertical) signals. LNA: The Low Noise Amplifiers shall provide gain of at least 35 dB over the 2200 to 2400 MHz range for each polarization with a noise figure of 0.5 dB or less. MITEQ m odel AMF-3F-022024-04-15P-GW-APM meets the requirements and is the part currently being used. Gain Balance: The horizontal and vertical system gain shall be matched to within +/- 2 dB Filter: F Band Pass Filters shall help to protect the LNAs from RF energy outside the normal operating frequencies. The filters shall provide 60dB of rejection from DC to 1900 MHz and 2600 to 40000 MHz. In the operating range of 2200 to 2300 MHz there shall be less than 0.5 dB of loss. Micro-Tronics model BPC13881 meets these requirements and is the part currently being used. Pedestal: Rotational limits: Azimuth shall be unlimited, Elevation +5 to +90 at sea state 5 * Rotational speed/acceleration: The pedestal shall be capable of initial pointing to within 0.5 degrees in 15 seconds from the first command. Additionally, the pedestal shall be able to maintain a line of sight to the target within 0.5 degrees under sea state 5 * conditions Slaving commands: The pedestal shall accept serial digital commands to allow pointing of the antenna to within 0.1 degrees statically and 0.5 degrees with sea state plus target motion of an additional 5 deg/sec. The commands shall consist of azimuth and elevation (position) pointing commands in inertial coordinates. Ship heading information is available at a 1 Hz rate if required. The pedestal shall provide all servo stabilization and inertial stabilization. Slaving commands consisting of azimuth and elevation position and rate shall be accepted at rates 1 or 2 Hz and still provide smooth pedestal operation. Balancing: There shall be a mechanism to allow for precise balancing of the axes. Brakes: The pedestal shall have brakes in all axes. They shall be activated at power down or loss of power. Brakes shall release upon pedestal startup. Angle Data: The pedestal shall provide serial digital angle data in all axes to a resolution of at least 0.1 degrees. Azimuth and Elevation deck relative data shall be available as well as horizon/true relative data. EMI: The pedestal wiring shall be completely shielded. Bolted joints in the pedestal structure shall be electrically bonded. Antenna Controller - Functions: The controller shall convert commands in RS232/RS422 or Ethernet to the necessary format to pass to the pedestal up to 100 cable feet away. If necessary, it shall provide packetization of data, and timing. A 70 MHz IF signal is available from the receiver, which can be utilized to provide an auto-track capability as a desirable /(not required) function. Size: The ACU shall be no larger than a single 19 inch rack mount width, 1.75 inches high (1U), and 20 inches deep. Interface: The external interface shall be RS232/RS422 or Ethernet. Power: The ACU shall operate on 115Vac, 60 Hz power at no more than 2 amps. Radome: The radome shall be no larger than 110 inches in diameter. It shall have less than 0.2 dB loss in the RF pass-band. There shall be no access hatch through the side of the radome. Cabling: Existing cabling consists of three RF cables (horizontal, vertical, and test) and one power cable. Signals for command and response must be encoded on one or two of the three RF cables. It is essential that no energy be introduced in the cabling that would interfere with the 2200 to 2300 MHz signals. The test cable will not be utilized as part of this pedestal purchase. This order must be brand name and model number for testing requirements. Sea Tel distributors are encouraged to respond. The North American Industry Classification System code is 334290, 750 employee size standard. The order shall be a firm fixed priced purchase order under Simplified Acquisition Procedures. The delivery date shall be FOB destination on or before 30 November 2006 to 17320 Dahlgren Road, Dahlgren, VA 22448. This announcement constitutes the only request for quote. The synopsis number is N00178-06-Q-1267. This procurement is DO priority rated. Quote is due 5 September 2006 no later than 2:00 p.m. (local NSWCDD time) to Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Building 183, Room 102, Dahlgren, VA 22448-5100 with an anticipated award date by 8 September 2006.
