Description
The Regional Contracting Department, Pearl Harbor Hawaii intends to award a sole source, unrestricted contract for the delivery of liquefied petroleum gas (LPG) at Fort Kamehameha, Hawaii. The 2,000 gallon vapor tank which provides fuel for the incinerators located nearby is contractor-provided and is shared by two government agencies. There are below grade lines that lead from the tank to the incinerators which are also contractor-owned. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamline Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; written proposals are being required and a written solicitation will not be issued. All prospective offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. All responsible sources may submit a quotation which shall be considered by the agency. Contractor must be registered in the Central Contractor Registration Database (CCR) to be eligible for Department of Defense contract awards. Lack of registration will make an offeror ineligible for award. Solicitation Number N00604-06-T-0632 is hereby issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12 and Defense Change Notice 20060814. The NAICS code is 454312 and the small business size standard is $6.5M. The following request is a sole source to The Gas Company. The resulting award is intended to be a Firm Fixed Price with Economic Price Adjustment (EPA) contract for the meter fee (CLIN 0002) and delivery of an estimated 7,840 gallons of LPG (CLIN 0001). Acceptance shall be made at destination, Fort Kamehameha, Hawaii. The provisions at FAR 52.212-1, Instructions to Offeror?Commercial; and FAR 52.21 2-3, Offeror Representations and Certifications?Commercial Items, apply to this requirement. A single award shall be made to the low cost, technically acceptable responsible offeror. The Government intends to make an award without conducting discussions; however, the Government reserves the right to conduct discussions if it is determined to be in the Government?s best interest. The Government reserves the right to make a technical acceptability determination without discussion with the offeror. Offeror shall price all CLINs. In the event the unit price(s) and extended price(s) are ambiguous, the government shall use the indicated unit price(s) for evaluation and award purposes. Offeror shall include with the offer a completed copy of the provision at FAR 52.212-3. If the offeror has completed the annual representations and certifications (for FAR 52.212-3) electronically at http:/orca.bpn.gov, the offeror shall complete only paragraph (j) of the provision.
