Description
1. DESCRIPTION. The Space and Naval Warfare Systems Center, San Diego (SSC San Diego), in support of the Joint Improvised Explosive Device Defeat Organization (JIEDDO), is seeking industry feedback on areas of predictive software. The purpose of the RFI is to gather industry-wide evaluation, comment, and feedback on possible software tools that can be used to predict patterns, trends, and events within the IED event chain. Further IED related documentation information may be released though the SPAWAR e- Commerce Central website (https://e- commerce.spawar.navy.mil) as it becomes available. Check the website periodically for new information pertaining to this RFI. 2. NOTICE. This RFI is issued solely for information and planning purposes ??? it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. However, responses to this RFI may be used by the Government in formulating an RFP for predictive software to be released in FY 2007. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party???s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website and the SPAWAR e-Commerce Central website at https://e- commerce.spawar.navy.mil. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 3. BACKGROUND. The IED event chain involves all aspects of the ???life cycle??? of an IED. This cycle involves the command and control function of the group of personnel responsible for the IED, obtaining materials for construction of the IED, construction and testing of the IED, all aspects of selecting an emplacement site, the actual activities that surround emplacement of the IED, all activities pertaining to the triggering of the IED and all activities that take place after an IED is detonated. 4. INFORMATION REQUEST. In support of the JIEDDO, SSC San Diego is requesting information on predictive software tools that can be used to analyze and predict events within the IED event chain. Examples of various analysis tools that are desired to be addressed by industry include: Trend Analysis, Pattern Recognition, Rule based logic, Tests against Limits or Ranges, Relative Comparison, Statistical Process Analysis, Correlation Analysis, Fuzzy Logic, Trends Analysis, Bayesian Networks and Boosting. This list is not all inclusive; if there are other methods industry is aware of, information on those methods should be submitted as well. Information is sought about software tools for use at both tactical and strategic operational levels. Software tools should be capable of running within the Decentralized Common Ground Station (DCGS) and DCGS Integrated Backbone (DIB) environment. 5. SUBMISSION REQUIREMENTS. Interested parties are requested to respond to this RFI no later than 1400 on September 28th, 2006. Responses shall be submitted through the SPAWAR e-Commerce Central site (https://e- commerce.spawar.navy.mil), Responses shall fully address the requirements of section 4 ???Information Request??? herein. Responses shall provide administrative information on company letterhead, and shall include the following as a minimum: name, mailing address, phone number, fax number, and e-mail of designated point of contact. Be advised that all submissions become Government property and will not be returned. SSC San Diego intends to use contractor support personnel to aid in the review of RFI submissions. Accordingly, responses shall not contain any proprietary information, or in the alternative, responders shall provide written permission allowing contractor support personnel to review the response. If any responder has concerns with release of its submission to contractor support personnel, please state so in your submittal. This is an RFI only to obtain useful market information concerning software for predicting elements within the IED event chain that may be used to formulate an RFP. The information provided in the RFI is subject to change and is not binding on the Government. The Government has not made a commitment to procure any of the items or services discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. It is emphasized that this is an RFI. This is not an RFP of any kind, and is not intended to guarantee procurement of these items/services.
