- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number M00146-06-T-3362 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11 and Defense Acquisition Circular 98-78. This procurement is a 100% small business set-aside under the North American Industry Classification System code 333924, with a small business size standard of 750 employees. This requirement is for a firm fixed priced contract, brand name or equal, for the following items: Item 0001, 1 set Truck Manuals/Repair Shop Manuals (for item 0002) Item 0002, 2 each Tesco CL100-20 Wide Body Catering Lifts Manufactured by TESCO Equipment LLC, 3661 NW 126th Avenue, Coral Springs, FL The salient characteristics are as follows: Chassis: 2006 Ford F750 Chassis with Cummins Diesel Engine Automatic Transmission, PTO, Air Brakes 33,000 GVW 22.5 inch Tires One Color White Winterization: 110 Volt heating system for F750 Chassis Van Body: 20 foot Aluminum Van Body Van body panels color white (Exterior) Aluminum Diamond plate flooring Doors: full width roll up doors / Forward and Aft Van body Length: 20 feet 6 inches, Width: 96 inches, interior height: 84 inches Six each dome light with switches Spot Lights: 1 each forward and 1 each aft with switches Forward Platform: Full width platform / Aluminum Diamond plate flooring Sliding with handrails Rubber bumper: Recessed bolts to protect aircraft skin Hoist System: Hoist system with booster arm Maximum height of forward platform: 228 inches (5800mm) Minimum forward platform Height: 100 inches (plus or minus 1 inch) based on chassis Minimum height of van body: 55 inches (1.4mm) Maximum load capacity: 10,000 lbs Maximum hoist capacity: 16,000 lbs Upper (van body) control station with Engine Start / Stop Platform Up / Down, Emergency stop, Fwd spot light switch 2 sets of Vertical Type stabilizers (4 each) Single Hydraulic manifold system LED ease in troubleshooting Emergency manual hand pump Hoist system and chassis underbody painted black 12 VDC emergency hydraulic motor / pump Safety Interlock system / Neutral safety interlock Lower control station to be positioned inside cab with pendant and cable Accessories: Flashing Beacon Note: If you are quoting on an equal, you must include literature for the brand quoted for evaluation purposes. All quotes must contain unit prices, extended prices, delivery date, terms of payment, company name, address, name of individual quoting, phone and fax numbers. The delivery requirements are FOB destination to Facilities Warehouse, Building 151 Langley Avenue, Cherry Point, NC 28533. Quote the earliest possible delivery date. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR 52.212-1, Instructions to Offers - Commercial Items (JAN 2006). FAR 52.212-1 Addendum - The following additions/changes are made to FAR Clause 52.212-1, which is incorporated by reference: The following provision is hereby incorporated by reference: 52.211-6 Brand Name or Equal (AUG 1999) FAR 52.212-2, Evaluation - Commercial Items. The Government will award a contract resulting form this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. A completed copy of this provision shall be submitted with the offer. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (JUN 2006), applies with the following clauses applicable for paragraphs (a) and (b); FAR 52.203-3 Gratuities (APR 1984) (17) 252.232-7003 Electronic Submission of Payment Requests (MAY 2006) and (20)(i) 252.247-7023, Transportation of Supplies by Sea (MAY 2002). This requirement will be awarded using the procedures at FAR 13.5. This requirement has a Defense Priorities and Allocations System (DPAS) rating of DO-C9D.
