Description
NAICS Code: 5616 This is a combined synopsis/solicitation for commercial itemsprepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will bnot be issued. The U.S. Environmental Protection Agency (EPA) Secuirty Mangement Division intends to award a firm fixed price purchse order to obtain a single network Hardware Security Module (HSM) that is compatible with the Card Management System (CMS) selected by EPA. The CMS selection process will be concurrent with the HSM selection process. Requirements for the CMS system are stated in RFQ-DC-06-00364. Homeland Security Presidential Dirctive 12 (HSPD-12) established policy for a common identification standard for Federal employees and certain contractors. Federal Informatio Processing Standard (FIPS) 201-1 implements the Directive by defining the overall techncial requirements for Personal Identification Verification (PIV), the foundation of the common identification standard or PIV card. All Federal agencies, including EPA, must be fully PIV-compliant, including technical specifications, components and processes required for PIV interoperability, by October 27, 2006. In order to meet the requirements and objectives of HSPD-12 and FIPS 201-1, the Agency has inititated the EPA Personnel Access and Security System (EPASS). This system will establish a compliant credentialing program that encompasses the full set of badge life cycle activities whil enhancing the security of EPA eimployees and personnel, facilities and Information Technology (IT) systems. One of the key components of th Agency's EPASS Badge (PIV Card) is the HSM that must be a network device with FIPS 140-2 Level 3 certification. Any firm believing it has products meeting the FIPS requirements as stated herein and the requirements of the Card Management System stated in RFQ-DC-06-00364 may submit a quote, which if received by close of business September 12, 2006 will be considered.
