- NAICS Code: 5616 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement consitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The U.S. Environmental Protection Agency (EPA) Security Management Division intends to award a firm fixed price purchase order to obtain a Card Management System. Homeland Security Presidential Directive 12(HSPD-12) established policy for a common identification standard for Federal employees and certain contractors. Federal Information Processing Standard (FIPS) 201-1 implements the Directive by defining the overall technical requirement for Personal Identification Verification (PIV), the foundation of the common identification standard of PIV card. All Federal agencies including EPA, must be fully PIV-compliant, including technical specifications, components and processes required for PIV interoperability, by October 27, 2006. In order to meet the requirements and objectives of HSPD-12 and FIPS 201-1, the Agency has initiated the EPA Personnel Access and Security System (EPASS). This system will establish a compliant credentialing program that encompasses the full set of badge life cycle activities while enchancing the security of EPA employees and pesonnel, facilities and Information Technology (IT) systems. The Card Management System must provide all capabilities listed below: 1. Provide workflow capabilities for enrollment, personalization, and issuance, and card management for FIPS 201-1 cmpliant PIV cards. 2. Capture or record I-9 source documents (e.g. driver's license information). 3. Record, export and case-track NAC/NACI information as part of the PIV workflow. 4. Provide separation of duties based on the HSPD-12 role-based model. a. Have the capability to have a PIV Sponsor interface for the request for a PIV card as part of the CMS workflow. b. Act as an authorized Registration Authority (RA), performing certificate requests on behalf of a PIV applicant and loading these certiticates onto the PIV card during personalization. 5. Natively provide ability to revoke digital certificate by contacting the Certificate Authority. 6. Support workflow flexibility to match EPA business environments. Ability to easily cusomize system workflow. 7. Be built upon open standards including FIPS 201, SP 800-73, SP 800-76, PKCS, and X.509 8. Provide card design capability function to create various card layouts for printing a PIV card. 9. Operate in the absence of a directory infrastructure. The Government intends to award a purchase order resulting from this RFQ to the responsible business whose offer, conforming to the solicitation provisions, will be the most advantageous to the government. Any firm believing it is capable of meeting EPA's requirement as stated herein may submit a quote, which if received by close of business September 11, 2006 will be considered.
